1.0.1 The Provisions is formulated with a view to strengthen the control over the preparation of the design documents for the construction works, and to ensure the quality and completeness of the design documents in various stages.
1.0.2 The Provisions is applicable to the construction, extension and renovation design of civil buildings, industrial buildings, warehouses and their auxiliary works, covering domestic projects and Chinese-funded foreign projects.
1.0.3 Not only the requirements stipulated in the national laws and regulations, but also those in the current relevant codes shall be complied with, of which, the compulsory standards for engineering construction must be enforced strictly.
1.0.4 The civil building works shall generally be divided into three stages: schematic design, preliminary design and detail design; for the civil building works with relatively simple technical requirements, upon being approved by the relevant competent department, and stating no preliminary design provisions in the contract, these works may directly enter into the detail design stage after the schematic design being approved.
1.0.5 The preparation depth of design documents in various stages shall be subject to the following principles (the specific provisions shall comply with provisions of Chapters 2, 3 and 4):
1 Schematic design documents shall meet the requirements for the preparation of the preliminary design documents.
Note: The Provisions is only applicable to the preparation depth of document used for schematic design approval, while the preparation depth of bidding schematic design documents shall comply with relevant provisions issued by the Ministry of Housing and Urban-Rural Construction.
2 Preliminary design documents shall meet the requirements for the preparation of the detail design documents.
3 The detail design document shall meet the requirements of equipment and material procurement, non-standard equipment fabrication and construction. For those cases that the work is subcontracted to two or more design organizations or that design subcontract is implemented for the work, the depth of the intersection of the design documents shall meet the design requirements of the contractor or the subcontractor.
1.0.6 Proper national, discipline and provincial building standards should be selected correctly in the design process, and the titles of the applied drawing sets shall be clearly indicated in the drawing list or detail design description.
When repeatedly using the drawings from other works, the application condition and content of the original drawings shall be learnt about in details, and the original drawings shall be recalculated or modified if necessary, so as to meet the requirements of the new design project.
1.0.7 When the design contract has special requirements for the preparation depth of the design documents, the required preparation depth of the design documents shall meet requirements of both the Provisions and the design contract.
1.0.8 The Provisions is generally applied for the preparation depth of the design documents. However, for the specific engineering project design, the Provisions shall be rationally selected according to the project content and design scope.
1.0.9 The Provisions cannot be used as the basis for the division of various discipline designs. Some discipline design content of the Provisions may be carried out by some other discipline designers, but the depth of the design documents shall meet the requirements of the Provisions.
