Thermal power plants are the main source of air pollutants, such as smoke dust, SO2 and NOx, implementation of "Emission Standard of Air pollutants for Thermal Power Plants" GB 13223-2003, play an important role on control of air pollutants discharge from thermal power plants, ecological environment protection and propelling the development of technological progress in the power sector. In recent years, the government has established and worked out series of laws and regulations, plans, technology policies, and put forward higher requirement for emission control of air pollutants for power plant. In the meanwhile, control techniques of atmosphere pollution such as desulfurization, denitration, and dust removal of thermal power have been substantively improved. As an important environmental protection industry, power sector plays an important role on the target realization of environmental protection of China; GB 13223-2003 has failed to meet the requirements for environmental protection in the new situation. Former State Environmental Protection Administration issues revision plan of "Emission Standard of Air pollutants for Thermal Power Plants" in "Notice of Issuing Project Plan of Environment Protection Standard Revision of China" (HUANBANHAN (2006) No. 371), Chinese Research Academy of Environmental Science takes on the work of the revision of this standard.
After accept the challenge, Chinese Research Academy of Environmental Science established a standard drafting group and invite State power Environmental Protection Research Institute as the cooperation partner to carry out the work of standard revision. The standard drafting group made systemic study and prediction on condition and development trend of thermal power development of China, current situation and trend of air pollution emission for the thermal power and requirements on environmental protection, carried out intensive study on standards for the pollutants emission and control experience of thermal power in developed countries and regions, summarized experience acquired after the implementation of GB 13223-2003, organized and held many charrettes, disused the revision plan of "Emission Standard of Air pollutants for Thermal Power Plants" and established "Emission Standard of Air pollutants for Thermal Power Plants" (exposure draft) on this basis.
On July 7, 2009, Ministry of Environmental Protection draft (HUANBANHAN [2009] No. 695) to solicit opinions from the general public for "Emission Standard of Air pollutants for Thermal Power Plants" (exposure draft). Drafting group summarized and processed the opinion and accomplished "Emission Standard of Air pollutants for Thermal Power Plants" (draft for deliberation).
On November 3, 2009, Department of Science, Technology and Standards of the Ministry of Environmental Protection organized and held a seminar of "Emission Standard of Air pollutants for Thermal Power Plants" (draft for deliberation), participated experts and representatives Conduct an intensive discussion on "Emission Standard of Air pollutants for Thermal Power Plants" (draft for deliberation), the drafting group modified and completed the standard according to result of the discussion and formed "Emission Standard of Air pollutants for Thermal Power Plants" (draft for examination).
On December 1, 2009, Department of Science, Technology and Standards of the Ministry of Environmental Protection organize a council for "Emission Standard of Air pollutants for Thermal Power Plants" (draft for examination), which get a unanimous approval from the review committee. According to opinions of examination, the drafting group modified and completed the standard, prepared and completed the first draft of "Emission Standard of Air pollutants for Thermal Power Plants" (Draft Standard for Approval).
On May 12, 2010, Technology and Standards of the Ministry of Environmental Protection organize experts to hold discussion on "Emission Standard of Air pollutants for Thermal Power Plants" (Draft Standard for Approval), modified and completed the standard according to opinions from the seminar and prepared "Emission Standard of Air pollutants for Thermal Power Plants" (Draft Standard for Approval).
Compilation organizations held a seminar and carried out a discussion on emission limits and monitoring of sulfurous gas, sulfurous gas, oxynitride and mercury of thermal power plants, the standard drafting group modified the standard text after the seminar and formed "Emission Standard of Air pollutants for Thermal Power Plants" (second exposure draft).
