"Standard on Fire Safety Evacuation Signs Installation" is revised by the drafting group through collection of domestic and foreign information, investigation research and test, careful summarization of practical experience, reference of relevant national standard and advanced foreign experience, and on the basis of extensive solicitation of opinions according to the requirements of "Beijing Urban and Rural Standardization Planning in "12th Five-year Plan"" and 2012 formulation and reversion work plan (JingZhiJianBiaoFa [2012] No.20) for Beijing Provincial Standard of Beijing Municipal Administration of Quality and Technology Supervision. Main technical contents of this standard are classified into 5 chapters, namely general provisions, terms, setting requirements, installation and acceptance and maintenance and management. Main technical contents revised in this standard are the contents of added terms, the setting location and position, setting requirements and installation requirements of fire safety evacuation sign are defined, the discharge time of evacuation sign storage battery set for initial installation is proposed and the application of new technology for centralized control fire safety evacuation sign is promoted. Clauses 3.2.2, 3.2.3, 3.2.4 and 3.2.7 in this standard are compulsory provisions and must be implemented strictly. This standard is under the jurisdiction and management of the Beijing Municipal Commission of Urban Planning; the Beijing Municipal Public Security Bureau Fire Department is responsible for the explanation of specific technical contents. BaoXing Electric (Shanghai) CO., LTD Standard on Fire Safety Evacuation Signs Installation 1 General Provisions 1.0.1 This standard is formulated for reasonably setting of fire safety evacuation sign so as to ensure personnel safety, reduce fire hazard and for the convenience of rescue. 1.0.2 This standard is applicable to the design, installation, acceptance, maintenance and management of fire safety evacuation signs added in newly-constructed, renovated and extended civil building, industrial building, civil air defense engineering with combination of peacetime and wartime and existing building; it is not applicable to the locations for production and storage of gunpowder, explosive and explosive device. 1.0.3 The setting of fire safety evacuation sign shall meet those specified in the relevant national principles and policies and relevant engineering construction and quality management regulations, and achieve safety and reliability, technical advancement, economy and rationality. 1.0.4 The design, installation, acceptance, maintenance and management of fire safety evacuation sign shall not only comply with those specified in this standard but also comply with those in the national and Beijing current standards and specifications. 2 Terms 2.0.1 fire safety evacuation sign it is used for the indicative fire emergency lamp and signboard for guidance of personnel safety evacuation, including electric lighting and non-electric-lighting evacuation signs 2.0.2 electric lighting fire safety evacuation sign electric fire emergency lamp for guidance of personnel safety evacuation 2.0.3 non-electric-lighting fire safety evacuation sign signboard, made of self-luminous or light-storing material, which can still give out light for guidance of personnel safety evacuation when the luminance of its surface is disappeared or reduced 2.0.4 fire evacuation guiding strip a kind of fire safety evacuation sign, it is set on the ground or wall surface, can provide continuous visual perception for the evacuation personnel and guide personnel evacuation 2.0.5 fire evacuation floor display map fire safety evacuation sign for indication of current position, evacuation route and emergency exit 3 Design Requirements 3.1 General Requirements 3.1.1 The fire safety evacuation sign shall be selected according to the factors such as building application, building size, difficulty level of evacuation, user's characteristics and indoor environment. 3.1.2 During setting fire safety evacuation sign, the sign shall be clear, simple, explicit and consistent with the expression content. 3.1.3 When the normal lighting power supply is interrupted, the emergency conversion time of electric lighting fire safety evacuation sign at personnel crowded locations shall not be greater than 0.25s and that at other locations shall not be greater than 5s. 3.1.4 Fire evacuation guiding strip shall be set along evacuation passage and evacuation route. 3.1.5 Non-electric-lighting fire safety evacuation sign can only be regarded as the auxiliary indicating device of electric lighting fire safety evacuation sign. 3.2 Setting Requirements 3.2.1 Civil building and industrial building shall be equipped with fire safety evacuation sign, excluding the multi-storey unit residences not equipped with basement. 3.2.2 The following positions shall be equipped with fire safety evacuation sign: 1 Emergency exit; 2 Front room or shared front room of the smoke control staircase; 3 Walkway longer than 20m and dead end longer than 10m; 4 Corner of evacuation walkway; 5 Public room such as meeting room and multi-function hall with building area greater than 300m2 in high-rise building or multi-storey building; evacuation door in room of underground building with total area of all rooms greater than 200m2 and with regular people activities; 6 Refuge floor (room). 3.2.3 The setting of fire safety evacuation sign shall meet the following requirements: 1 Fire safety evacuation sign shall be independently set at noticeable position and shall not be sheltered. The evacuation exit and emergency exit signs shall not be set on the openable door leafs and window sashes or other movable objects; 2 Emergency exit and evacuation exit signs shall be set on door upside close to exit side or wall surface on both sides of door opening; the distance from bottom edge of sign to the top edge of door should not be greater than 0.3m. Emergency exit sign and evacuation passage directional sign shall be jointly set at the place far away from the emergency exit, and the arrow must point to the nearest emergency exit; 3 The personnel evacuation passage and evacuation exit of garage shall be equipped with fire safety evacuation sign; 4 Corner area of evacuation walkway, within the range of 1m, shall be equipped with fire safety evacuation sign; 5 The evacuation walkway and ground of main evacuation route or wall close to the ground shall be equipped with fire safety evacuation sign. 3.2.4 The evacuation walkway and main evacuation route of the following buildings or locations shall be added with fire evacuation guiding strip: 1 Exhibition buildings with total building area greater than 8000m2; 2 Overground stores with total building area greater than 5000m2; 3 Underground and semi-underground stores with total building area greater than 500m2; 4 Entertainment venues for singing, dancing and broadcasting; 5 Cinema with total number of seats greater than 1200; special class, first class or other class of theater with the number of seats greater than 1500; assembly hall or auditorium with the number of seats greater than 2000, gymnasium with the number of seats greater than 3000; 6 Station, wharf, departure hall, station hall floor and platform floor of indoor transfer station for rail transit. 3.2.5 The setting of fire safety evacuation sign shall meet the following requirements: 1 It shall be set on wall surface less than 1m to the ground, and the spacing shall not be greater than 10m; 2 It shall be set over the evacuation walkway, and the spacing shall not be greater than 20m, the sign plane shall be vertical to the evacuation direction; the distance from sign bottom edge to the indoor ground should be 2.2~2.5m; 3 The spacing of added electric lighting fire evacuation guiding strip shall not be less than 3m and shall not be greater than 5m. If it is set on wall, the distance from its bottom edge to the ground shall not greater than 0.2m; 4 Non-electric-lighting fire safety evacuation sign shall be set between electric lighting evacuation signs and the spacing shall not be less than 2m and shall not be greater than 3m. 3.2.6 The following locations shall be equipped with centralized control fire safety evacuation sign: 1 Underground shopping mall with single-storey building area greater than 4000m2 and overground shopping mall with single-storey building area greater than 10000m2; 2 Underground entertainment venues for singing, dancing and broadcasting with single-storey building area greater than 2000m2, and overground entertainment venues for singing, dancing and broadcasting with single-storey building area greater than 5000m2; 3 Fair trade market, library, exhibition center and hospital with building area greater than 50000m2; 4 Station, wharf, departure hall, station hall floor and platform floor of indoor transfer station for rail transit; 5 Public building with height greater than 100m; 6 Metro interval tunnel. 3.2.7 The initial capacity of storage battery set of fire safety evacuation sign shall ensure that the initial discharge time shall meet the following requirements: 1 Not be less than 90min for the building with height equal to or less than 100m; 2 Not be less than 180min for the building with height greater than 100m; 3 Not be less than 540min for refuge floor. 3.2.8 The centralized power of centralized control fire safety evacuation sign should be set dispersedly, and the centralized power supply capacity shall not be greater than 2kVA. 3.2.9 When light-storing fire safety evacuation sign is adopted, the ambient light illumination on surface shall not be lower than 50lx. 3.2.10 Non-electric-lighting fire safety evacuation sign shall meet the requirements that after the normal power supply is interrupted for 30min, the luminance of any luminous area on surface is not less than 0.1cd/m2. 3.3 Other Requirements 3.3.1 Fire evacuation floor display map shall be set at each floor. 3.3.2 Where the emergency exit, evacuation exit or doors leading to safety area and refuge area is one-way, "Push" sign shall be set on the door leaf within the range of 1.1~1.5m to the ground in the evacuation direction, and "Pull" sign shall be set on the reverse side. 3.3.3 "No Locking" sign shall be set on the door leaf in emergency exit or evacuation exit with non-linkage control." No Obstructing" sign shall be set in conspicuous place of indoor evacuation walkway or outdoor passage. 3.3.4 Obvious marking shall be set at elevator to indicate not to be used in case of fire. 3.3.5 The dimension of fire safety evacuation sign shall be appropriate to the viewing distance of evacuation personnel. 1 The panel dimension and code of electric lighting fire safety evacuation sign shall be in accordance with those specified in Table 3.3.5-1. Table 3.3.5-2 Dimension of Minimum Non-electric-lighting Fire Safety Evacuation Sign m Viewing distance L (m) Side length of square sign or short side of rectangle sign Inside diameter of circular ring sign Inside edge of equilateral triangle sign L≤2.5 0.063 0.070 0.088 2.525.0 1.000 1.110 1.400 Note: viewing distance shall be calculated from the farthest evacuation point to the nearest sign. 3.3.7 The panel dimension and selection of electric lighting fire safety evacuation sign shall meet the requirements of GB 17945 Fire Emergency Lighting and Evacuate Indicating System. 3.3.8 The setting of electric lighting fire safety evacuation sign indicating evacuation direction in crowded locations, such as exhibition hall, shopping mall, waiting room, CAAC departure hall, business hall etc. shall meet the following requirements: 1 Medium-sized sign shall be selected in the location with indoor height of 3.5~4.5m; 2 Large-sized sign shall be selected in the location with indoor height exceeding 4.5m. 3.4 Cable Selection and Laying 3.4.1 The cable selection and laying for the distribution circuit and control circuit of electric lighting fire safety evacuation sign shall meet the following requirements: 1 Flame-retardant cable is selected for the concealed laying in metal conduit of non-inflammable component structure with protective layer thickness greater than 30mm; 2 Mineral insulated cable is selected for exposed laying; 3 Flame-retardant cable is selected for laying in metal conduit or metal slot box in shaft; 4 Shall not be laid in the same slot box with non-fire cable. 3.4.2 For installation on ground or in damp locations, corrosion-resistant rubber cable shall be adopted for the power supply circuit and control circuit of lamp, and anti-corrosion and damp-proof treatment shall be conducted in wiring point. 3.4.3 Copper-cored conductor with rated voltage not less than 450/750V shall be adopted for distribution branch and multi-strand copper-cored conductors shall be adopted for control circuit.

Emergency exit sign and evacuation passage directional sign shall be jointly set at the place far away from the emergency exit, and the arrow must point to the nearest emergency exit; 3 The personnel evacuation passage and evacuation exit of garage shall be equipped with fire safety evacuation sign; 4 Corner area of evacuation walkway, within the range of 1m, shall be equipped with fire safety evacuation sign; 5 The evacuation walkway and ground of main evacuation route or wall close to the ground shall be equipped with fire safety evacuation sign. 3.2.4 The evacuation walkway and main evacuation route of the following buildings or locations shall be added with fire evacuation guiding strip: 1 Exhibition buildings with total building area greater than 8000m2; 2 Overground stores with total building area greater than 5000m2; 3 Underground and semi-underground stores with total building area greater than 500m2; 4 Entertainment venues for singing, dancing and broadcasting; 5 Cinema with total number of seats greater than 1200; special class, first class or other class of theater with the number of seats greater than 1500; assembly hall or auditorium with the number of seats greater than 2000, gymnasium with the number of seats greater than 3000; 6 Station, wharf, departure hall, station hall floor and platform floor of indoor transfer station for rail transit. 3.2.5 The setting of fire safety evacuation sign shall meet the following requirements: 1 It shall be set on wall surface less than 1m to the ground, and the spacing shall not be greater than 10m; 2 It shall be set over the evacuation walkway, and the spacing shall not be greater than 20m, the sign plane shall be vertical to the evacuation direction; the distance from sign bottom edge to the indoor ground should be 2.2~2.5m; 3 The spacing of added electric lighting fire evacuation guiding strip shall not be less than 3m and shall not be greater than 5m. If it is set on wall, the distance from its bottom edge to the ground shall not greater than 0.2m; 4 Non-electric-lighting fire safety evacuation sign shall be set between electric lighting evacuation signs and the spacing shall not be less than 2m and shall not be greater than 3m. 3.2.6 The following locations shall be equipped with centralized control fire safety evacuation sign: 1 Underground shopping mall with single-storey building area greater than 4000m2 and overground shopping mall with single-storey building area greater than 10000m2; 2 Underground entertainment venues for singing, dancing and broadcasting with single-storey building area greater than 2000m2, and overground entertainment venues for singing, dancing and broadcasting with single-storey building area greater than 5000m2; 3 Fair trade market, library, exhibition center and hospital with building area greater than 50000m2; 4 Station, wharf, departure hall, station hall floor and platform floor of indoor transfer station for rail transit; 5 Public building with height greater than 100m; 6 Metro interval tunnel. 3.2.7 The initial capacity of storage battery set of fire safety evacuation sign shall ensure that the initial discharge time shall meet the following requirements: 1 Not be less than 90min for the building with height equal to or less than 100m; 2 Not be less than 180min for the building with height greater than 100m; 3 Not be less than 540min for refuge floor. 3.2.8 The centralized power of centralized control fire safety evacuation sign should be set dispersedly, and the centralized power supply capacity shall not be greater than 2kVA. 3.2.9 When light-storing fire safety evacuation sign is adopted, the ambient light illumination on surface shall not be lower than 50lx. 3.2.10 Non-electric-lighting fire safety evacuation sign shall meet the requirements that after the normal power supply is interrupted for 30min, the luminance of any luminous area on surface is not less than 0.1cd/m2. 3.3 Other Requirements 3.3.1 Fire evacuation floor display map shall be set at each floor. 3.3.2 Where the emergency exit, evacuation exit or doors leading to safety area and refuge area is one-way, "Push" sign shall be set on the door leaf within the range of 1.1~1.5m to the ground in the evacuation direction, and "Pull" sign shall be set on the reverse side. 3.3.3 "No Locking" sign shall be set on the door leaf in emergency exit or evacuation exit with non-linkage control." No Obstructing" sign shall be set in conspicuous place of indoor evacuation walkway or outdoor passage. 3.3.4 Obvious marking shall be set at elevator to indicate not to be used in case of fire. 3.3.5 The dimension of fire safety evacuation sign shall be appropriate to the viewing distance of evacuation personnel. 1 The panel dimension and code of electric lighting fire safety evacuation sign shall be in accordance with those specified in Table 3.3.5-1. Table 3.3.5-2 Dimension of Minimum Non-electric-lighting Fire Safety Evacuation Sign m Viewing distance L (m) Side length of square sign or short side of rectangle sign Inside diameter of circular ring sign Inside edge of equilateral triangle sign L≤2.5 0.063 0.070 0.088 2.525.0 1.000 1.110 1.400 Note: viewing distance shall be calculated from the farthest evacuation point to the nearest sign. 3.3.7 The panel dimension and selection of electric lighting fire safety evacuation sign shall meet the requirements of GB 17945 Fire Emergency Lighting and Evacuate Indicating System. 3.3.8 The setting of electric lighting fire safety evacuation sign indicating evacuation direction in crowded locations, such as exhibition hall, shopping mall, waiting room, CAAC departure hall, business hall etc. shall meet the following requirements: 1 Medium-sized sign shall be selected in the location with indoor height of 3.5~4.5m; 2 Large-sized sign shall be selected in the location with indoor height exceeding 4.5m. 3.4 Cable Selection and Laying 3.4.1 The cable selection and laying for the distribution circuit and control circuit of electric lighting fire safety evacuation sign shall meet the following requirements: 1 Flame-retardant cable is selected for the concealed laying in metal conduit of non-inflammable component structure with protective layer thickness greater than 30mm; 2 Mineral insulated cable is selected for exposed laying; 3 Flame-retardant cable is selected for laying in metal conduit or metal slot box in shaft; 4 Shall not be laid in the same slot box with non-fire cable. 3.4.2 For installation on ground or in damp locations, corrosion-resistant rubber cable shall be adopted for the power supply circuit and control circuit of lamp, and anti-corrosion and damp-proof treatment shall be conducted in wiring point. 3.4.3 Copper-cored conductor with rated voltage not less than 450/750V shall be adopted for distribution branch and multi-strand copper-cored conductors shall be adopted for control circuit.
