本标准适用于以下设备发射(辐射和传导)的射频骚扰：――计划用于照明，具有产生和/或分配光的基本功能，并打算连接到低压电源上或者用电池工作的所有照明设备；――主要功能之一是照明的多功能设备中的照明部分；――仅仅用于照明设备的独立的辅助设备；――紫外线和红外线辐射设备；――霓虹广告标志牌；――计划在室外使用的道路/泛光照明；――运输照明(安装在汽车、火车上等)。不适用本标准的是：――飞机上和飞机场使用的照明设备；――射频范围内的电磁兼容要求在其他IEC或CISPR标准内有明确规定的器具。
