1 Scope
This document specifies the limit requirements and labeling requirements of hazardous substances in electrical and electronic products.
This document is applicable to electrical and electronic products produced, sold and imported within the territory of the People's Republic of China.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 39560.1 and SJ/T 11468-2014 and the following apply.
3.1
electrical and electronic products
equipment and matching products that operate on the basis of current or electromagnetic fields, or are intended for the generation, transmission, and measurement of current and electromagnetic fields, with a rated operating voltage of DC not exceeding 1,500V and AC not exceeding 1,000V, in which equipment involved in the generation, transmission, and distribution of electrical energy is excluded

hazardous substance
substance harmful to humans, animals, plants, and the environment

3.6
environment-friendly use period
period during which the hazardous substances contained in electrical and electronic products will not leak or mutate, and will not cause serious environmental pollution or severe damage to persons or property when the products are used normally according to the product instructions
Note 1: The environment-friendly use period is generally measured in years.
Note 2: The starting date of the environment-friendly use period for electrical and electronic products is the production date of the product.
Note 3: The word "contained" refers to that the content of hazardous substances restricted for use in the products exceeds that specified in 5.1 of this document.

4 Classification of electrical and electronic products and requirements for restricted use of hazardous substances
See Table 1 for the classification of electrical and electronic products and the requirements for restricted use of hazardous substances.

5 Limit requirements
5.1 Limit requirements
The types and limits of hazardous substances restricted for use in each homogeneous material of electrical and electronic products shall meet the requirements of Annex A.
5.2 Test methods
The determination of the content of hazardous substances in electrical and electronic products shall be carried out in accordance with the methods in the corresponding parts of GB/T 39560.
5.3 Conformity judgment requirements
5.3.1 Classification and requirements of test units
For testing according to the test methods in 5.2, in accordance with the basic principle of disassembling into homogeneous materials as much as possible, the electrical and electronic products shall be disassembled into test units according to the process and requirements of GB/T 39560.2 and classified according to Table 2. In case of any overlap in the classification, the products shall be classified in the order of EEP-A/EEP-B/EEP-C. Any products that can be included in EEP-A shall not be included in EEP-B or EEP-C.

5.3.2 Conformity judgment rules
When the test results of the content of hazardous substances in all test units disassembled from an electrical and electronic product according to the requirements of 5.3.1 meet the requirements of Table 3, the product is judged to meet the requirements of 5.1; if the test results of the content of hazardous substances in any one of the test units fail to meet the requirements of Table 3, the product is judged not to meet the requirements of 5.1.

5 Limit requirements
5.1 Limit requirements
The types and limits of hazardous substances restricted for use in each homogeneous material of electrical and electronic products shall meet the requirements of Annex A.
5.2 Test methods
The determination of the content of hazardous substances in electrical and electronic products shall be carried out in accordance with the methods in the corresponding parts of GB/T 39560.
5.3 Conformity judgment requirements
5.3.1 Classification and requirements of test units
For testing according to the test methods in 5.2, in accordance with the basic principle of disassembling into homogeneous materials as much as possible, the electrical and electronic products shall be disassembled into test units according to the process and requirements of GB/T 39560.2 and classified according to Table 2. In case of any overlap in the classification, the products shall be classified in the order of EEP-A/EEP-B/EEP-C. Any products that can be included in EEP-A shall not be included in EEP-B or EEP-C.

5.3.2 Conformity judgment rules
When the test results of the content of hazardous substances in all test units disassembled from an electrical and electronic product according to the requirements of 5.3.1 meet the requirements of Table 3, the product is judged to meet the requirements of 5.1; if the test results of the content of hazardous substances in any one of the test units fail to meet the requirements of Table 3, the product is judged not to meet the requirements of 5.1.
