This standard specifies the requirements for emission limits, monitoring and supervision and management of water and air pollutants of petroleum refining industry enterprise and its production facilities. This standard is applicable to the emission management of the water and air pollutants from existing petroleum refining industry enterprises or production facilities as well as the environmental impact assessment, environment protection facility design, completion environmental protection acceptance, and emission management of water and air pollutants after being put into production of the construction projects of petroleum refining industry. The oil and gas emission control of the gasoline tank in petroleum refining industry enterprises and during oil discharge process shall comply with the relevant requirements of this standard and no longer comply with the relevant requirements of GB 20950-2007. This standard is applicable to the legal pollutant emission behaviors. The site selection of newly set pollution source and the management of existing pollution sources in the special protection zone shall meet the relevant provisions stated in such laws, regulations and rules as the "Law of the People's Republic of China on Prevention and Control of Water Pollution", the "Law on Prevention of Air Pollution of the People's Republic of China", the "Marine Environment Protection Law of the People's Republic of China", the "Law of the People's Republic of China on Prevention of Environmental Pollution Caused by Solid Waste" and the "Law of the People's Republic of China on Environmental Impact Assessment".
