I General Provision
1.0.1 This code is formulated to make design of general plan of industrial enterprise comply with related laws, regulations and policies, unify provisions and technical requirements of design of general plan of industrial enterprises and work out good design that comply with national state, rational distribution, safe production, state-of-art technology, economic benefit, social benefit and environmental benefit.
1.0.2 This code is applicable to design of general plan of industrial enterprises for construction, reconstruction and extension. For special requirement of design of general plan, code of this department and this industry may be formulated according to provisions of this code.
1.0.3 Design of general plan of industrial enterprises must go through with policy of treasuring and making rational use of land, adjust measures to local conditions, achieve rational distribution and optimal land utilization so as to improve land utilization ratio. If wasteland is available, cultivated land must not be used; if inferior land is available, fine land must not be used.
1.0.4 Design of general plan for reconstruction and extension of industrial enterprise must rationally adopt and reconstruct existing utilities, so as to make the general layout be more rational through reconstruction and extension, and also reduce influence of construction to production.
1.0.5 Design of general plan of industrial enterprise must choose the best one through technical and economic comparison among many schemes.
1.0.6 Not only provisions of this code, but also that about fireproofing, safety, sanitation, transportation and environmental protection and other related standards and codes shall be complied with.
At earthquake region where fortification intensity is or above level 6, slumping loess region, expansive soil region, soft ground area, permafrost area and other region with special natural conditions, construction of industrial enterprises shall comply with provisions of national current related code.
