1 General Provisions 1.0.1 This standard is formulated to implement "Law of the People's Republic of China on Water and Soil Conservation" and its enforcement regulations, as well as the relevant laws and regulations of the country, and to strengthen the management of the compiling, examination, implementation, supervising, monitoring, evaluation, and acceptance of water and soil conservation schemes for development and construction projects. 1.0.2 This standard is applicable to the water and soil loss control of development and construction projects that may cause water or soil loss. 1.0.3 The soil and water loss control of development and construction projects shall adopt new theory, new technology and new method to improve the quality and benefit of the engineering prevented and treated. 1.0.4 In addition to this standard, the soil and water loss control of development and construction projects shall meet the requirements of the current relevant standards of the country. 2 Terms 2.0.1 Treatment percentage of disturbed land The percentage of treatment area disturbed soil land in the construction area to the total area of disturbed soil land. 2.0.2 Controlled percentage of erosion area The percentage of the area reaching the standard in water and soil loss treatment in the construction area to the total area of water and soil loss. 2.0.3 Controlled ratio of soil erosion modulus The ratio of the soil loss tolerance and the average intensity soil erosion after treatment in the construction area. 2.0.4 Percentage of dammed slag or ashes The percentage of the total amount of spoil (stone, residue) of engineering and the actually dammed spoil (stone, residue) amount in the construction area. 2.0.5 Recovery percentage of the forestry and grass In the construction area, the percentage of the forestry and grass area to the recoverable forestry and grass area (under the present economic and technical conditions, suited for recovering forestry and grass). 2.0.6 Percentage of the forestry and grass coverage The percentage of forestry and grass area to the area of construction area. 3 Basic Requirements 3.0.1 The soil and water loss control of development and construction projects shall be comply with the following requirements: 1 The development and construction projects shall be in accordance with the provision of "the water and soil conservation facilities must be simultaneously designed, constructed, put into production with the principal part of the project", and adhere to the principle of "giving priority to prevention; blocking first, and spoiling later" to effectively control water and soil loss. 2 The basic requirements of soil and water loss control of development and construction projects shall meet the relevant requirements of Chapter 3 of the current national standard GB 50433-2008 "Technology Specifications for Water and Soil Loss Conservation of Development and Construction Projects". 3 Thewater and soil loss caused by production and construction activities within range of the control responsibility areas shall be controlled and improved, and the soil loss amount of all kinds of land shall be dropped to the loss amount specified in this standard or below. 4 The unperturbed areas within the control responsibility scope and those exceeding the soil loss tolerance shall be carried out water and soil loss control, and make the soil loss amount meet the specified amount of this standard. 5 Soil and Water Conservation Monitoring shall be carried out to the development and construction projects during the process of construction and production. Monitoring and supervising the condition of water and soil loss, environmental change, control effect to ensure the soil and water loss control of each stage meet the requirements specified in this standard. 3.0.2 The soil and water loss control work of development and construction projects in each stage shall meet the relevant requirements of Chapter 4 of the current national standard GB 50433-2008 "Technology Specifications for Water and Soil Loss Conservation of Development and Construction Projects". 3.0.3 The soil and water loss control index of development and construction projects shall include the controlled percentage of erosion area, controlled percentage of erosion area, controlled ratio of soil erosion modulus, percentage of dammed slag or ashes, recovery percentage of the forestry and grass, recovery percentage of the forestry and grass, which may be divided into three grades according to the location of the development and construction projects.
