1 General Provisions 1.0.1 This code was formulated for the purposes of implementing the "Labor Law of the People’s Republic of China", "Construction Project (Engineering) Labor Safety and Health Administration Regulations" and the provisions of the State on improvement of labour conditions and strengthening of labour protection, and also ensuring the design of cement plant meeting the labour health requirements, controlling various factors of occupational hazards and ensuring the safety and health of employees. 1.0.2 This code is applicable to the design of labour safety and occupational health in the engineering design of the constructed, renovated and extended production lines of cement plant. 1.0.3 The labour safety and occupational health facilities must be designed, constructed and put into service together with main works at the same time. 1.0.4 The design of labour safety and occupational health of cement plant shall implement the principle of "safety first and prevention first", and shall accomplish advanced technology, reliable facilities and economic rationality to control the occupational health risks from the source. 1.0.5 For the cement plant cooperating to dispose wastes, the design of labour safety and occupational health shall comply with the current relevant national and local standards and provisions. Its waste storage, pretreatment and disposal systems shall be taken with corresponding preventive measures according to the requirements of safety production and meet the requirements of safety production and occupational health. 1.0.6 In addition to this code, the design of labour safety and occupational health of cement plant still shall comply with those specified in the relevant standards of the State. 2 Terms 2.0.1 Auxiliary rooms The places allocated in order to ensure the production and labour safety and the occupational health of cement plant. 2.0.2 Labour safety The state that the unacceptable damage risks are prevented during the production process. 2.0.3 Occupational health The precautionary measures taken during the production process to prevent the toxic and hazardous substances from endangering the health of employees or from causing occupational diseases. 3 Basic Requirement 3.0.1 The engineering design of the cement plant shall reduce the labour intensity of employees on the basis of upgrading the mechanization and automation. For the unsafe and dangerous adverse factors during the production process, the basic principles of elimination, replacement, isolation and protection shall be followed, and the measures, like improving labour conditions and executing civilized safety production, shall be taken. 3.0.2 The engineering design of cement plant shall make demonstration on the labour safety and occupational health of the planned projects and shall submit the exclusive report of occupational health and safety. 3.0.3 During the construction drawing design stage, the contents on labour safety and occupational health shall be fulfilled in combination with the examination opinions in the aspects of the labour safety and occupational health that are approved in the preliminary design examination. In case of significant changes of the scheme, the consent of the competent examination and approval department shall be obtained. 3.0.4 The allocation of labour safety and occupational health facilities shall meet the following requirements: 1 The facilities against dust, toxicity, sunstroke, moisture, cold, noise and others shall be installed. 2 The facilities against fire, explosion, electricity, lightning, falling, mechanical injury and others shall be installed. 3 The monitoring devices and facilities, the safety education facilities and the accident emergency facilities shall be installed.
