本标准规定了数字网中系列比特率电接口特性，除GB/T 411-1983和GB/T 14731-1993规定系列比特率电接口外，还包括通过2048kbit/s接口帧格式派生出的n×64kbit/s，384kbit/s和320kbit/s接口，以及44736kbit/s和51840kbit/s电接口特性。所包括的内容如下：A) 64kbit/s接口（E0）。B) 2048kbit/s接口（E12），含2048kbit/s接口基本帧特性，以及利其基本帧格式派生出的：n×64kbit/s（2＜n≤30）接口；多个n×64kbit/s（2＜n≤30）；384kbit/s接口；320kbit/s接口。C) 8448kbit/s（E22），含8448kbit/s基本帧特性。D) 34368kbit/s接口（E31）。E) 139264kbit/s接口（E4）。F) 155520kbit/s—STM-le接口（ES1）。G) 2048kHz同步信号接口（T12）。H) 同步定时接口相位抖动和漂移特性。并在附录L中规定了44736kbit/s接口（E32）的物理电气以及抖动和漂移特性，在附录N中给出了51840kbit/s接口的物理电气和抖动漂移特性，在附录K中规定了“信号丢失（LOS）”，“告警指示信号（AIS）”和“远端缺陷指示（RDI）”检出/清除门限值。本标准是保证数字网各部分（数字段、复用设备、交换设备）互连，以构成一个数字链路或连接的必要条件。也是对数字网网络规划，网间互通，网络维护运行，设备设计，设备维护，设备检验，设备验收等对电接口要求的依据。
