Self-monitoring technology guidelines for pollution sources - Petroleum chemistry industry
1 Scope
This standard includes such basic contents and requirements as the general requirements for the self-monitoring of the petroleum chemistry industry as well as the development of monitoring plans, and record and report of monitoring information.
This standard is applicable to the monitoring of pollution sources in the petroleum chemistry industry and the synthetic resin industry (except for production facilities of PVC resin) on the discharged water, air pollutants, noise and the impact on its surrounding environment during the production operation phase.
Self-monitoring of pollution sources with self-contained thermal power (plants) and supporting power boilers shall be carried out in accordance with the requirements of HJ 820.

3 Terms and definitions
For the purposes of this standard, the terms and definitions given in GB/T 31571, GB/T 31572, and HJ 819 as well as the following apply.
3.1
petroleum chemistry industry
the industry producing organic chemicals (see Annex A of GB 31571), synthetic resins, synthetic fibers, synthetic rubber, etc., with petroleum fractions and natural gas as raw materials
3.2
synthetic resin industry
the industry in which a synthetic resin is produced with a low molecular compound - monomer as a main raw material combined into macromolecule in a polymerization reaction, or a new synthetic resin product is produced using a common synthetic resin as a raw material with modified method. It also includes the industry using synthetic resin as raw material, adopting mixture, cross blend, modified methods and other processes to produce synthetic resin products by extrusion, injection, press, rolling, and foaming etc.; or using waste synthetic resin as raw material to compound new synthetic resin or synthetic resin products.

organic characteristic wastewater pollutants
Organic pollutants in wastewater listed in Annex A. organic characteristic wastewater pollutants that the petroleum chemistry industry enterprise determines to be controlled in the wastewater discharged by the enterprise in comparison with Annex A according to the raw materials, products, by-products and intermediate products with a use or production volume of 10 tons / year or more during the production process.
3.4
organic characteristic air pollutants
organic air pollutants listed in Annex B; organic characteristic air pollutants that the petroleum chemistry industry enterprise determines to be controlled in the air pollutants discharged by the enterprise in comparison with Annex B according to the raw materials, products, by-products and intermediate products with a use or production volume of 10 tons / year or more during the production process
3.5
volatile organic compounds
an organic compound that participates in atmospheric photochemical reactions, or determined via measurement or accounting according to a prescribed method. This standard uses non-methane total hydrocarbons as a comprehensive control indicator for emissions of volatile organic compounds of exhaust funnel and enterprise boundary.
4 General requirements for self-monitoring
The pollution sources shall check their own pollution sources, pollutant indicators and potential environmental impacts, develop a monitoring scheme, set up and maintain monitoring facilities, conduct self-monitoring according to the monitoring scheme, complete quality assurance and quality control, record and save monitoring data, and disclose the monitoring results to the public according to law.
5 Development of monitoring plan
5.1 Monitoring of wastewater discharge
5.1.1 Monitoring points
The pollution sources must set up monitoring points at the general wastewater discharge outlet, the discharge outlet from workshop and production facility and rainwater discharge outlet.
5.1.2 Monitoring indicators and frequency
The pollution sources implementing GB 31571 shall implement the corresponding monitoring requirements of the petroleum chemistry industry enterprises in Table 1 and conduct self-monitoring of the organic characteristic pollutants of wastewater from Annex A according to the raw materials used, the production process, the products and by-products of production.
The pollution sources implementing GB 31572 shall implement the corresponding monitoring requirements of the synthetic resin industry enterprises in Table 1. In case of the synthetic resin listed in Annex C, they shall also conduct self-monitoring with the other wastewater pollutant indicators from Annex C according to the product types.

5.2 Monitoring of air pollutant discharge
5.2.1 Organized air pollutant discharge monitoring points, indicators and frequency
5.2.1.1 Monitoring points
If the exhaust gas is discharged to the external environment through the exhaust funnel, etc., the monitoring points shall be set on the flue; as for the same monitoring indicators with the multiple exhausts of air pollutants, the monitoring points shall be set on the shared flue after the exhaust gas merges or separately on each flue; as for the organic air pollutant recovery treatment device, monitoring points shall be set at its air pollutant inlet and discharge outlet respectively.
5.2.1.2 Monitoring indicators and frequency
The pollution sources implementing GB 31571 shall implement the corresponding monitoring requirements of the petroleum chemistry industry enterprises in Table 2 and conduct self-monitoring of the organic characteristic air pollutants from Annex B according to the raw materials used, the production process, the products and by-products of production.
The pollution sources implementing GB 31572 shall implement the corresponding monitoring requirements of the synthetic resin industry enterprises in Table 2. In case of the synthetic resin listed in Annex D, they shall also conduct self-monitoring with the other air pollutant indicators from Annex D according to the product types.
