Article 1 In accordance with the relevant regulations of “Regulations on Safety Supervision for Special Equipment”, this Regulation is formulated in order to promote the implementation of qualifying licensing of pressure piping component manufacturing unit.
Article 2 Such manufacture appraisal of the pressure piping component, as are used in China and the application scope of “Regulations on Safety Supervision for Special Equipment” applies, shall meet the requirements of this Regulation.
This Regulation doesn’t apply the manufacture appraisal of safety valve.
Article 3 The appraisal scope of pressure piping component manufacture is determined according to product level, model, appraisal level and product coverage, and the specific division is detailed in Appendix A.
The manufacture appraisal for pressure piping sealing component, anticorrosive pressure piping component, low-temperature insulation pipe, embedded sleeved pipes, special steel plate for pressure piping and polyethylene mixture may be type approval test.
Article 4 The State Administration for Quality Supervision and Inspection and Quarantine conducts the unified management on the manufacture appraisal of pressure piping components in and outside China, and issues the Special Equipment Manufacture License.
The State Administration for Quality Supervision and Inspection and Quarantine is in charge of the transaction of manufacture appraisal application of offshore pressure piping component, and onshore Level A and AX pressure piping components. Provincial bureaus of quality and technical supervision (provinces, autonomous regions, or municipalities) are in charge of the transaction of manufacture appraisal application of local pressure piping components in the area under their jurisdiction.
The State Administration for Quality Supervision and Inspection and Quarantine is in charge of the appraisal examine and approve of partial pressure piping component manufacture, and commissions provincial bureaus of quality and technical supervision to be in charge of the appraisal examine and approve of local pressure piping components. The specific commissioning items are detailed in Appendix A.
Article 5 The validity term of manufacturing license is four years. The manufacturing units that hold “Special Equipment Manufacture License” shall make the “appraisal mark” and license number on the pressure piping component product (hereafter referred to as product).
Article 6 The verification and evaluation institutions engaged in the verification and evaluation for the qualifying licensing of pressure piping component manufacturing unit, and the type approval test institutions engaged in the related type approval test shall be approved and published by the State Administration for Quality Supervision and Inspection and Quarantine.
