Article 1 This Regulation is formulated according to Regulations on Safety Supervision of Special Equipment (hereinafter referred to as the "Regulations") in order to strengthen the boiler design documents appraisal and guarantee the safety performances of the boiler products.
Article 2 The design documents of boilers which are used within the territory of People's Republic of China and are within specialized scope of the "Regulations" shall be appraised in accordance with this Regulation.
Article 3 The design documents appraisal in this Regulation refers to the examination on whether safety performances in boiler design meet relevant requirements of national safety technical specifications, generally excluding examination on manufacturing process, service performance, economic performance, environmental protective performance etc.
Article 4 The design documents of boiler products are appraised by the agency (hereinafter referred to as the "appraisal agency") authorized by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ").
Article 5 The design documents of boilers shall be appraised before manufacturing and the un-appraised design documents or design documents failing to pass the appraisal shall not be used by the boiler manufacturer for manufacturing.
The boiler manufacturer makes modification to the appraised boiler design documents, which must meet those specified in Chapter III of this Regulation.
Article 6 The boiler manufacturer applying for design documents appraisal (hereinafter referred to as the "Applicant") must hold the Manufacturing License for corresponding levels of special equipment (boilers).
For the unit under applying for Manufacturing License of Special Equipment (Boilers) (hereinafter referred to as "Manufacturing License"), in case its application of manufacturing license has been accepted and within the period of validity, it may apply for boiler design documents appraisal.
Article 7 The technical requirements for boiler design documents appraisal are in accordance with relevant safety technical specifications, national standards and professional standards, such as Steam Boiler Safety Technology Supervisory Regulations, Boiler Safety Technical Supervision Administration Regulation and Technical Supervision Regulation for Safety of Organic Thermal Substrate Boilers.
The overseas manufacturers, for which the above-mentioned Chinese boiler safety technical specifications are difficult to implement completely in a short time, shall be in accordance with relevant requirements of Article 44 to Article 50 in Manufacturing License Condition of Boiler Pressure Vessel.
Article 8 The quality and technology supervision departments at all levels take charge to supervise the implementation of this Regulation.

Article 5 The design documents of boilers shall be appraised before manufacturing and the un-appraised design documents or design documents failing to pass the appraisal shall not be used by the boiler manufacturer for manufacturing.

Article 6 The boiler manufacturer applying for design documents appraisal (hereinafter referred to as the "Applicant") must hold the Manufacturing License for corresponding levels of special equipment (boilers).
For the unit under applying for Manufacturing License of Special Equipment (Boilers) (hereinafter referred to as "Manufacturing License"), in case its application of manufacturing license has been accepted and within the period of validity, it may apply for boiler design documents appraisal.
