本文件规定了危险化学品重大危险源(以下简称“重大危险源”)安全包保责任的一般规定、安全包保责任人包保要求、安全包保责任人隐患排查任务。
本文件适用于危险化学品生产、经营(有储存)企业,化工(含医药)企业(以下简称“企业”)重大危险源的安全管理。
本文件不适用于下列情况构成的重大危险源:
a) 城镇燃气;
b) 地下水封洞库、地下储气库;
c) 危险化学品厂外运输(包括铁路、道路、水路、航空、管道等运输方式)的中转仓储、站场;
d) 港区内从事危险化学品的仓储经营;
e) 用于国防科研生产的危险化学品。
