0 Introduction The Rules are prepared basing on safety risks and certification risks for electrical wires and cables and specify the basic principles and requirements for implementing compulsory product certification on electrical wires and cables. The Rules are used together with general applicable rules issued by CNCA, like "Implementation Rules for Compulsory Product Certification – Classification Management of Manufacturers, Certification Mode Selection and Determination", "Implementation Rules for Compulsory Product Certification – Application of Manufacturer Inspection Resources and Other Certification Results", "Implementation Rules for Compulsory Product Certification - General Requirements for Factory Inspection" . The certification body shall, in accordance with the requirements of general applicable rules and the Rules, formulate certification implementation rules, which shall be implemented together with general applicable rules and the Rules. Manufacturers shall ensure that their certified products always meet the requirements of certification and applicable standards. 1 Scope The Rules are applicable to electrical wires and cables, which include electrical wires and cables used for railway rolling stock with alternate current rated voltage of 3kV or below, rubber-insulated electrical wires and cables with rated voltage of 450/750V or below and PVC insulated electrical wires and cables with rated voltage of 450V/750V or below. The adjustment of application scope caused by factors such as laws & regulations, relevant product standards, technology and industrial policies shall be subject to announcements issued by the Certification and Accreditation Administration of the Republic of China (CNCA). 2 Certification References ... ... The standards above shall be the latest edition issued by the standardization administration department of the People's Republic of China in principle. Where other editions are needed, the standards in question shall be implemented in accordance with the announcement required in applicable relevant standards issued by CNCA. 3 Certification mode Basic certification mode for compulsory certification of electrical wires and cables is as follows: Type test +supervision after certification The supervision after certification above-mentioned refers to one of three modes after certification like follow-up inspection, sampling inspection on production site and market sampling inspection. The certification body shall, in accordance with the requirements of "Implementation Rules for Compulsory Product Certification - Classification Management of Manufacturers, Certification Mode Selection and Determination", carry out classification management to manufacturers, add relevant elements such as enterprise quality assurance capacity and product consistency inspection (initial factory inspection) as appropriate, on the basis of basic certification mode and in combination with classification management results and integrate each mode for supervision after certification in order to determine certification mode applicable to certification client.
