1 Scope of Application
This Rule is applicable to telecommunication terminal equipment, including modem (with card), facsimile apparatus, fixed-line phone terminal and telephone accessory equipment, cordless telephone terminal, group telephone, mobile user terminal,, ISDN terminal, data terminal (with card) and multimedia terminal.
The adjustment of application scope caused by the changes of laws, regulations, relevant products standards, technologies, and industrial policies, shall be subject to the announcement issued by CNCA.

The above standards shall be the latest edition issued by the national standardized administrative department in principle. Where other editions are needed, the announcement applicable to the requirements of relevant standards and issued by CNCA shall be observed.
3 Certification Mode
Basic certification mode for implementing compulsory certification of telecommunication terminal equipment is as follow:
For Type I or Type II equipment:
Type test + supervision after certification;
The supervision after certification above refers to one of the three modes, i.e. follow-up inspection after certification, sampling testing or inspection on production site and market sampling testing/inspection.
