本标准规定了中华人民共和国澳门特别行政区区旗的技术要求、试验方法、检验规则、包装、标志。本标准适用于以化学纤维织物(不含人造纤维织物)、丝绸为材质制作的区旗，也适用于以棉、毛、麻织物制作的区旗。以纸张、塑料等材质制作的区旗外观质量控制亦应参照本标准。
