1 Scope
This document establishes the overall process for real - name registration and activation of civil unmanned aircraft, specifies the technical requirements for real - name registration and activation, and describes the corresponding test methods.
This document applies to the management of real - name registration and activation for civil unmanned aircraft (including products produced, sold, and used under the name of “flight toys” or “model aircraft” but with functional and parameter indicators meeting the standards of civil unmanned aircraft) that engage in flight or related activities within China.
This document does not apply to self - powered flight toys and model aircraft, as well as real - name registration and activation management of unmanned aircraft under the jurisdiction of the police, customs, and emergency management departments.
Note 1: Flight toys refer to remote toys with a maximum true flight altitude not exceeding 30 m, a maximum take - off weight less than 0.25 kg, a maximum horizontal flight distance not exceeding 100 m, a maximum flight speed not exceeding 18 km/h, radio transmission devices meeting the requirements for low - power short - range technology, no installation of shooting and control equipment, and全程manual operation for flight.

5.1 Overview
