1 Scope
This document specifies the safety technical requirements for design related to platform layout, platform structure, corrosion protection, modular drilling or workover rigs, oil and gas production processes, process pipelines, mechanical equipment and piping systems, HVAC (heating, ventilation, and air conditioning), electrical systems, instrumentation and control, living quarters, fire - resistant structures, fire protection, life - saving and escape, navigational aids and signals, and communications for offshore oil and gas fixed platforms (hereinafter referred to as “platforms”). It also describes the corresponding verification methods.
This document applies to newly - built, renovated, and expanded steel jacket - supported fixed platforms.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
Offshore Oil & Gas Fixed Platform
A platform in the process of offshore oil and gas production, where the upper structure and facilities are supported by fixed steel jackets and piles.
3.2
Unmanned Platform
A platform without living facilities, unattended and unoperated on site during normal production (excluding platforms connected to manned platforms via a causeway).

3.3
Platform Group
A combination of two or more platforms connected by a causeway.
3.4
Total Number of Personnel on Platform
The total sum of the number of people who board the platform simultaneously at any time during the platform’s production and operation phase.
Note: This includes both accommodated and non - accommodated personnel.
3.5
Hazardous Zone
A region where hazardous areas are classified into Zones 0, 1, and 2 based on the expected frequency and duration of explosive gas environments.
3.5.1
Zone 0
A region where flammable and explosive gases or vapors persist or are present for a long time continuously under normal operating conditions.
3.5.2
Zone 1
A region where flammable and explosive gases or vapors may appear under normal operating conditions; a region where flammable and explosive gases or vapors intermittently appear or leak due to abnormal operating conditions; a region near Zone 0 where no effective positive pressure ventilation measures can block the diffusion of flammable or explosive gases from Zone 0.
3.5.3
Zone 2
A region where flammable and explosive gases or vapors do not appear under normal operating conditions; a region where flammable and explosive gases or vapors leak or accumulate due to equipment failure, positive pressure ventilation failure, or other abnormal operating conditions; a region near Zone 1 where no effective positive pressure ventilation measures can block the diffusion of flammable or explosive gases from Zone 1.
3.6
Room Area
A region on the platform where rooms such as central control rooms, main switch rooms, main transformer rooms, submersible pump control rooms, emergency generator rooms, emergency switch rooms, battery rooms, gas fire - extinguishing system storage rooms, storage rooms, machine repair rooms, electrical and instrumentation workrooms, and paint rooms are set up according to the platform’s functions and actual production and operation needs.
3.7
Isolation
A method of separating enclosed spaces, unit series, process equipment, valves, instruments, etc., using physical barriers during the process of offshore oil and gas production.
3.8
Deluge Sprinkler System
An automatic fire - sprinkler system that, upon a fire, is controlled by a fire - automatic alarm system or an execution mechanism to automatically open the deluge alarm valve group and start the fire pump, thus supplying water to open sprinkler heads.

Operator
