1 Scope
This document specifies the safety management requirements for confined space operations, as well as the safety technical requirements before, during, and after confined space operations, and describes the corresponding verification methods.
This document applies to confined space operations and their safety management.
This document does not apply to confined space operations and their safety management in hazardous chemical production, operation (with storage) enterprises, chemical and pharmaceutical enterprises, as well as ships.

3 Terms and Definitions
The following terms and definitions apply to this document.
3.1
Confined Space
A space that is enclosed or partially enclosed, not designed as a fixed workplace, where personnel can enter to work, and is prone to the accumulation of toxic and harmful, flammable and explosive substances, or insufficient oxygen.
3.2
Confined Space Operation
Work carried out by personnel entering a confined space.
3.3
Entry
The act of a person's head or whole body entering a confined space.
3.4
Operation Unit
The unit that enters a confined space to carry out work.
3.5
Contract Awarding Unit
The unit that awards confined space operations.
3.6
Operation Supervisor
The person responsible for organizing and implementing confined space operations at the operation site.
3.7
Attendant
The person who supervises confined space operations outside the confined space.
3.8
Operator
The person who enters a confined space to carry out work.
3.9
Operation Approver
The person responsible for approving confined space operations.
4 Safety Management
4.1 Management Ledger
4.1.1 Units that may have confined spaces should identify the confined spaces within their management areas, establish a confined space management ledger, and update it in a timely manner.
4.1.2 The confined space management ledger should include the name, location, and main hazard factors of the confined spaces. An example of the confined space management ledger is shown in Appendix A.
4.2 Warning Signs
4.2.1 Obvious safety warning signs should be set at the entrance and other prominent positions of confined spaces.
4.2.2 In places where multiple confined spaces are concentrated, a confined space operation safety risk notification board should be set at a prominent position. An example of the confined space operation safety risk notification board is shown in Appendix B.
4.3 Safety Management System
4.3.1 The safety management system of the operation unit should clearly define the responsibilities of the operation approver, operation supervisor, attendant, operator, and emergency rescue personnel, as well as the contents of confined space operation safety training, operation approval, safety protection, and emergency rescue equipment and facility management, and operating procedures.
4.3.2 The safety management system of the contract awarding unit should clearly define the responsibilities of the operation approver and the personnel for safety inspections at the operation site, as well as the contents of confined space operation safety training and contract awarding management.
4.4 Safety Training
4.4.1 The operation unit should conduct confined space operation safety training for the operation approver, operation supervisor, attendant, operator, and emergency rescue personnel of the unit.
4.4.2 The contract awarding unit should conduct confined space operation safety training for the operation approver and the personnel for safety inspections at the operation site of the unit.
