1 Scope
This document specifies the safety technical requirements for coating production enterprises, including general requirements, site selection and general layout, safety of equipment and facilities, safety of production processes, change management, etc., and describes the methods of verification.
This document is applicable to the safety management of coating production enterprises.

3 Terms and Definitions
For the purposes of this document, the terms and definitions given in GB/T 5206, GB/T 21782.14, and the following apply.
3.1
coating
a general term for a class of liquid, paste, or powdered materials that, when applied to a substrate surface, can form a continuous solid film with protective, decorative, and/or other specific functions.

3.2
process test room
a separate room used for performance testing during the coating production process.
Note: Performance tests specifically refer to color, appearance, fineness, viscosity, and non-volatile content.
3.3
metallic pigment bonding
a process in which metallic pigments are bonded to the surface of powder coating particles to form a powder coating with a metallic luster.
4 General Requirements
4.1 Process technologies and equipment that comply with the requirements of the coating production process specifications shall be adopted to achieve enclosure, pipelining, and automation of the process, thereby controlling safety risks at the source. Processes and equipment explicitly eliminated or prohibited by the state, or those that endanger production safety, shall not be used. For in-service equipment and facilities, safety control measures such as enclosure, local negative pressure, or covering shall be implemented to reduce the escape of volatile gases.
4.2 The scope and requirements for reaction safety risk assessment involving resin synthesis processes shall comply with the provisions of Chapter 1 and Chapter 4 of GB/T 42300-2022.
4.3 Major hazard installations for hazardous chemicals shall be identified in accordance with GB 18218. Those constituting major hazard installations shall be registered and documented, and shall be inspected, assessed, and monitored according to the cycle specified in the records.
4.4 Special work in hazardous chemical coating production enterprises shall comply with GB 30871. Safety management systems shall be established for operations including hot work, work in confined spaces, blinding plate installation and removal, work at height, lifting, temporary electricity use, excavation, and road breaking.
4.5 Equipment and facilities shall be maintained according to the prescribed cycles. Special equipment and its safety accessories and safety facilities shall be calibrated or verified as qualified.
4.6 Change management shall comply with the provisions of clause 4.15 in AQ/T 3034-2022, wherein major changes shall comply with the provisions of clause 9.2.2 in AQ/T 3033-2022.
4.7 The intra-plant transportation of raw materials and products shall comply with GB 4387. The use and management of forklifts shall comply with TSG 81. The road tanker loading and unloading facilities for flammable liquids shall comply with the provisions of clause 6.4.1 in GB 51283-2020.
4.8 Safety colours and safety signs shall be installed in production areas in accordance with GB 2894.
4.9 The provision of personal protective equipment for operators shall comply with the provisions of Chapter 5 of GB/T 18664-2002, Chapter 8 of GBZ/T 195-2007, and GB 39800.2.
4.10 Emergency rescue equipment shall be provided in accordance with GB 30077 and GB/T 29639. Emergency response plans for work safety accidents shall be prepared and drills shall be organized.

3 Terms and Definitions

3.1
coating

4 General Requirements
