本部分规定了纸袋的术语和类型。本部分适用于纸或纸与其他韧性材料复合加工制成的单层或多层包装袋，本部分不适用于零售商品的包装袋。
本部分与GB/T 17858.1-1999相比主要变化如下：
———标准名称改为《包装袋　术语和类型　第1部分：纸袋》；
———标准适用范围修改为“适用于由纸或与其他韧性材料复合加工制成的单层或多层包装袋”；
———删除原版标准中表１；
