According to the requirements of the Ministry of Housing and Urban-Rural Development "Notice on the Issuance of the 2014 Engineering Construction Standards and Specifications Development and Revision Plan" (Jianbiao [2013] No. 169), the standard preparation group revised this standard after extensive investigation and research, seriously summarizing practical experience, referring to relevant international standards and advanced foreign standards, and on the basis of extensive consultation, the main technical contents of this standard are: 1. General, 2. terminology; 3. basic provisions; 4. applicable performance; 5. environmental performance; 6. economic performance; 7. safety performance; 8. durability performance.

1 General Provisions
1.0.1 To improve residential performance, promote the modernization of the residential industry, protect the rights and interests of consumers, unified residential performance evaluation indicators and methods, the development of this standard.

2 Terminology

3 basic provisions

4 applicable performance
4.1 General provisions
4.1.1 Applicable performance assessment shall include unit plan, set type, decoration, acoustic performance, equipment and facilities, indoor accessibility and aging 6 assessment items, out of 250 points.
4.1.2 Applicable performance evaluation indicators shall comply with the provisions of Appendix D of this standard
4.2 Unit plan
4.2.1 The evaluation of the unit plan shall include the unit plan layout, modal coordination and modifiability, unit public space 3 sub-items, full score of 43 points. In accordance with the assessment indicators in Table D.0.1 of Appendix XD of this standard.
4.2.2 Unit layout (18 points) should include: unit layout and space utilization, residential depth and width, to the use of environmental resources of residential units. Evaluation method: the main sets are selected for review (the sum of the main sets of floor area of not less than 80% of the total residential building area), each set of sample checks.
4.2.3 Modal coordination and transformability (8 points) should include: modal design of residential plan, flexible separation and transformability of space, flexibility of structural system.

5 Environmental performance
5.1 General provisions
5.1.1 The assessment of environmental performance shall include seven assessment items, out of 250 points, including land use and planning, architectural modeling, green space and activity sites, outdoor noise and air pollution, water bodies and drainage systems, supporting facilities and intelligent systems.
5.1.2 The evaluation of residential environmental performance shall be in accordance with the provisions of Appendix E of this standard
5.2.1 The assessment of land and planning should include land, space layout, road traffic and municipal facilities 4 sub-items, out of 68 points. In accordance with the assessment indicators in Appendix E, Table E.0.1 of this standard.
5.2.2 The assessment of land use (12 points) should include: the use of the original terrain, the protection and use of the natural environment and resources, and control the impact of various types of pollution.
Evaluation method: select and review the local government related to land use, planning programs and other approved documents and on-site inspection.
5.2.3 Spatial layout (18 points) The assessment shall include: settlement land balance settlement planning classification, building density, spatial level, courtyard space.
Evaluation method: select and review the relevant land use requirements of local government, settlement planning and design documents and on-site inspection.
5.2.4 Road traffic (32 points) should include: population selection, road system structure, road surface, motor vehicle parking, non-motor vehicle parking, signage system, urban traffic around the settlement.
6 Economic performance
6.1 General provisions
The evaluation of economic performance should include energy saving, water saving, land saving, material saving 4 evaluation 6.1.1 items, full score of 200 points.
6.1.2 The evaluation indicators of economic performance shall be in accordance with the provisions of Appendix F of this standard
6.2 Energy saving
6.2.1 The evaluation of energy saving should include building and envelope, heating and air conditioning systems, lighting and electrical, renewable energy use 4 sub-items, with a score of 100 points. In accordance with the assessment indexes in Table F.01 in Appendix F of this standard.
6.2.2 Building and envelope / (60 points) should include: building orientation, building form factor, window-wall area ratio, external window shading, convex windows, external walls, external windows and roof heat transfer coefficient
Evaluation method: Review of design data (including architectural design drawings, construction drawings and energy-saving calculations) and on-site inspection.
6.2.3 Heating and air conditioning system (20 points) The assessment shall include: dynamic hydraulic balance measures of heating and air conditioning system, energy-saving measures under partial load, air conditioning location, selection of air conditioning equipment, room temperature control, location of outdoor unit. Evaluation method: review the design drawings and relevant technical information.
6.2.4 Lighting and electrical system (10 points) The evaluation shall include: energy-saving measures for lighting in public areas, energy-saving measures for elevators, and selection of energy-saving electrical equipment. Evaluation method: review the design drawings and relevant technical information.
7 Safety performance
7.1 General provisions
7.1.1 The assessment of safety performance shall include structural load-bearing capacity, building fire prevention, gas and electrical equipment safety, daily safety precautions, indoor pollutant control 5 assessment items, out of 200 points.
7.1.2 The evaluation index of residential safety performance shall conform to the provisions of Appendix G of this standard
7.2 Structural load-bearing capacity
7.2.1 The assessment of structural bearing capacity shall include engineering quality, foundation, load level, seismic protection, structural appearance quality 5 sub-items, out of 58 points. In accordance with the assessment index scores of Table G.0.1 in Appendix G of this standard.
7.2.2 Engineering quality (12 points) assessment should include: structural engineering (including foundation, main structure and secondary structural elements) design and construction procedures, construction quality acceptance and record
