Introduction of GB/Z 19034-2008
本指导性文件等同采用ISO/IWA 4:2005《质量管理体系 地方政府应用ISO 9001：2000指南》。
本指导性文件是GB/T 19000族标准的组成部分，并与其保持一致。
本指导性技术文件的目的是表述GB/T 19000族标准中的质量管理概念，以及在地方政府的实际工作中通常使用的术语。
为便于使用，本指导性技术文件做了下列编辑性修改：
a)由于行政体制的不同，我国各级政府负责人的称谓有别于其他国家。为符合我国的实际情况，重新编写了术语3.1中的注；
b)“本标准”改成“本指导性技术文件”。
