1.0.1 This Specification was formulated in order to make the engineering network planning technique follow uniform technical stipulations in the practical preparation and control of engineering planning and accomplish correct concept, consistent calculation principles and unified expression mode, and to ensure the scientificity of planning management. 1.0.2 This Specification is applicable to the preparation and control of progress plan in the planning, design and construction of engineering construction and in the plan of relevant activities, under the condition that the subprojects (activities) of plan, the logical relation between activities and the duration of all activities are confirmed. It is also applicable to the preparation and control of the progress plan of the production, scientific research, technology development, equipment maintenance and other activities of the sectors of national economy. 1.0.3 The network planning shall be prepared on the basis of determining the technical scheme and organization scheme, dividing the activity according to the demand degree, and determining the logical relation between activities and the duration of activities. The prepared network planning shall meet the intended objectives, otherwise, the former technical scheme and organization scheme shall be modified and the planning shall be adjusted. Where the intended objectives can not be met after modifying the scheme and adjusting the planning repeatedly, the intended objectives shall be examined and approved again. 1.0.4 In addition to this Specification, the application of network planning technique still shall comply with those specified in the current relevant mandatory standards of the State.
