1.0.1 This specification is formulated with a view to determine the design criteria, principles, contents and means of the environmental protection in the highway engineering construction projects, and enhancing the quality of highway environmental protection design. 1.0.2 This specification is formulated according to the relevant regulations in "Environmental Protection Law of the People's Republic of China", "Highway Law of the People's Republic of China", "Stipulation for Environment Protection Design of Construction Projects" and "Technical Standard of Highway Engineering" (JTJ 001-97), and based on summarization of the practical experience of highway environmental protection and the collection and researches on the impacts of highway on social and ecological environment. 1.0.3 This specification is applicable to the environmental protection design in the engineering projects of new-built speedways, arterial highways and highways with special requirements. 1.0.4 The highway environmental protection shall follow out the principles of "giving priority to prevention, assisting by management, and comprehensive treatment", and improve and enhance the highway environmental quality as much as possible, based on the environment utilized by the engineering design. 1.0.5 Each phase of the highway engineering construction must have good environmental protection design. The environmental impact assessment shall be conducted in the feasibility study phase; in the initial design phrase, overall design scheme of environmental protection shall be drawn up and under argumentation, aiming at the evaluation opinion on the environmental protection in the evaluation statement (table) of environmental effect. 1.0.6 The period of design of the highway environmental protection facilities shall accord with that of the highway far-reaching design. The environmental protection facilities of sound barrier and other parts may be established in time phasing according to the traffic growth situations. 1.0.7 The highway environmental protection design must follow out the guideline of "unity of economic benefits, social benefits and environmental benefits"; all kinds of environmental protection facilities shall adapt to local conditions, and achieve the goals of feasible technology, economic feasibility, and prominent benefits. 1.0.8 The division of the environmental protection investment in the highway construction project. 1.0.8.1 The investment with the direct aim of protecting the social environment and ecological environment, or treating the environmental pollution, or conducting environmental management, is environmental protection investment. 1.08.2 The investment on the main project with the function of environment protection shall be listed in the highway main project investment. 1.0.8.3 The cost of treatment engineering and facilities of the sound, gas and water pollution shall be listed into the environmental protection investment. 1.0.9 The environmental protection design of the highway engineering construction projects shall not only meet this specification, but also meet the related regulations in state current environmental quality standards. 1.0.10 The highway environmental protection design piece (chapter) and the highway environmental protection investment list shall be involved in the design documents of the highway engineering.
