本标准规定了公路水运工程的临时设施与设备、通用作业、公路工程、水运工程、特殊条件作业等施工安全标准化技术要求。
本标准适用于新建、改（扩）建高速公路及一级公路工程建设项目和大型水运工程建设项目，以及独立特大桥梁、特长隧道工程建设项目的施工安全标准化建设，其他工程项目参照使用。
