本标准规定了内河自航船舶航行时，应配备的最基本的航行资料。
本标准适用于航行在我国境内江、河、湖泊、水库的200总吨及以上或主推动力装置功率147kW及以上的中国籍船舶，包括山江人海的江海直达船。对江渡船及其它船舶可参照执行。
本标准不适用于因抢险救灾或执行军事等特殊任务而需紧急开航的船舶。
