本标准规定用于按位串行的起止式和同步式数据传输系统的字符结构。这种数据传输系统使用七单位编码字符集、八单位编码字符集和对这两种编码字符集的扩充。上述三种字符集分别是GB 1988（ISO 646）、ISO 4873和GB 2311（ISO 2022）的课题。本标准还规定了使用七单位编码字符集的奇偶检验特性。本标准适用于CCITT和IEC/ISO制定的经过数据终端设备（DTE）和数据电路终接设备（DCE）间的接口面进行的信息传送。DTE和DCE在有关CCITT的V和X系列建议中定义。
