本文件规定了未来数据网络（FDN）中，为实现IP RAN网络承载的业务，通过网络协同器与网元控制器实现端到端互通，所需要的网络架构模型和相关接口定义，协同器与控制器之间的信息模型与接口设计，以及基于软件定义网络（SDN）的IP RAN承载的典型业务场景的交互流程。
本文件适用于通过IP RAN网络承载VPN专线时跨厂家协同的场景，并指导控制器、协同器等软件的研发。
