本文件规定了装载在民用运输类航空器（含无人机）等移动平台上，使用卫星固定业务（FSS）Ka频段，具备在移动状态下与对地静止轨道卫星（GSO）通信能力的地球站的系统组成、基本功能、性能特性、环境适应性、电源要求、安全性、电磁兼容性、可靠性以及部件的标志、包装、运输和贮存等通用要求。
本文件适用于接入Ka频段静止轨道通信卫星、使用卫星固定业务的机载动中通卫星通信地球站的设计、入网测试、使用维护及部件设备储运等。
