Regulations of Beijing Municipality on safe Production, which was revised by the 25th session of the Standing Committee of the 13th National People's Congress in Beijing on May 27, 2011, is hereby promulgated and shall come into effect since the date of September 1, 2011.

Chapter I General Provisions
��һ�� Ϊ�˼�ǿ��ȫ�����ල������ֹ������ȫ�¹ʣ���������Ⱥ�������ͲƲ���ȫ���ٽ����ú����Э����չ�����ݡ��л�������ȫ������������ϱ���ʵ��������ƶ���������
Article 1 For the purpose of strengthening the supervision and administration of safe production, preventing accidents related to safe production, safeguarding the safety of the masses’ life and property and promoting coordinated development of the economy and the society, this Regulation is formulated on the basis of Production Safety Law of the People's Republic of China and in the light of the actual conditions in this municipality.
�ڶ��� �ڱ������������ڴ���������Ӫ��ĵ�λ������ͳ��������Ӫ��λ��Ӧ�����ء��л�������ȫ���������ͱ�������
Article 2 Units producing and operating business in the administrative area of this municipality (hereinafter referred to as producing and operating units) shall comply with Production Safety Law of the People's Republic of China and this Regulation.

Where there are provisions otherwise provided by laws and regulations governing safe production in the fields of fire prevention, road traffic, railway transport, waterway transport, civil aviation, etc., such provisions shall prevail.

Article 3 In the control of safe production, the policy of "people oriented, safety first and prevention stressed" shall be adhered to; furthermore safe production responsibility system and material & technical support system based on the life safety shall be established to ensure the safe operation and promote the safe development of this municipality.

Article 4 The producing and operating units shall, in accordance with the characteristics of its producing and operating activities, strengthen the control of safe production, establish and improve responsibility system for safety production, improve safe production conditions, ensure safe production and safeguard the safety and health of the employees and the social public.
