0. Introduction In accordance with the requirements of "Management Rule on Compulsory Certification", the certification body shall "perform classified management and effective follow-up inspection for the certified products and their manufacturers, control and verify that the certified products are consistent with the type test samples and the manufacturers' quality assurance capacity is maintained to conform to the certification requirements". To avoid large deviations in classified management and certification mode selection of manufacturers when compulsory certification is implemented by different certification bodies, the Rule is formulated to specify relevant requirements and ensure that the certification bodies, while preparing certification implementation rules and performing compulsory certification and post-certification supervision, can accurately seize the basic work principles and requirements of classified management, certification mode selection and determination of manufacturers. 1. Scope The Rule specifies the following two contents: (a) Basic requirements for certification body to establish the classified management mechanism of manufacturers; (b) General requirements of the certification mode, i.e. based on the basic certification mode, used by certification body and for specific implementation of selection and determination for the products from manufacturers. 2. Terms and Definitions 2.1 Classified Management of Manufacturers The "classified management of manufacturers" termed in the Rule refers to the differentiated management implemented on the products produced by different types of manufacturers, which produce the same type of products and are classified by certification body through comprehensive assessment based on their quality-related information, i.e. quality assurance capacity, integrity and legal compliance, and product quality, and with respect to certification mode selection, unit division principle and post-certification supervision, which is to realize control of certification risk, quality and efficiency improvement of certification activities, and ensure the certified product is maintained to conform to the certification requirements.
