Article 1 These Rules are formulated to normalize the identification work of design documents and ensure the safety of large amusement devices, and are in accordance with the requirements of "Regulations on Safety Supervision of Special Equipment".
Article 2 The identification for the design documents of large amusement devices refers to the examination carried out for the designed safety technical properties of large amusement devices.
Before manufacturing, installing and altering, the design documents of the large amusement devices conformed to Attachment 1 "Range of Large Amusement Devices for Implementing Design Documents Identification" must be identified according to the requirements of these Rules.
Article 3 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ") is responsible for supervision and administration of identification works for the design documents of large amusement devices throughout the country, and local quality and technical supervision departments at or above the county level are responsible for supervision and inspection of identification works for the design documents of large amusement devices within their respective administrative areas.
Article 4 Inspection and testing institutions authorized by the AQSIQ (hereinafter referred to as identification institution) are in charge to carry out identification works for the design documents of large amusement devices. The identification institution shall be provided with the following conditions:
(I) Being a state-level inspection institution of large amusement devices with a work history of more than 5 year in the profession of large amusement devices and is provided with a legal personality;
(II) Being free from the operating activities of design, manufacture, installation, alteration, repair and maintenance and marketing and the like of large amusement devices;
(III) Being staffed with more than 5 personnel of reasonable expertise allocation to identify the design documents;
(IV) Having established and maintained design document identification work quality management system;
(V) Having a permanent office address, communication equipment and storage conditions for keeping archives;
(VI) Having materials of relevant laws, regulations, rules, safety technical regulations and standards and the like.
Article 5 Design document identification personnel of the identification institution shall meet the following requirements and be qualified for the examination of the AQSIQ;
(I) Having mastered the relevant laws, regulations and rules and safety technical regulations of large amusement devices, and being acquainted with the related technical standards;
(II) Having a educational background of undergraduate college or above in professions of machinery or electricity category and a technical title of engineer or above recognized by the State, or having a educational background of junior college or above in professions of machinery or electricity category and a technical title of senior engineer or above recognized by the State (examiners of the inspection report shall be senior engineer), and having a working experience relates to the design and inspection and the like of large amusement devices;
