Manufacturing License Rules for Electromechanical Special Equipment (Tentative)

Chapter I General Provisions

Article 1 In order to normalize the manufacturing license work of electromechanical special equipment and ensure the manufacturing quality and safety technical performance of electromechanical special equipment, these Rules are formulated according to "Regulations on Safety Supervision of Special Equipment" and "Regulations on Quality Supervision and Safety Control for Special Equipment".
Article 2 These Rules are applicable to electromechanical special equipment (hereinafter referred to as special equipment), such as, elevators, lifting appliances, passenger ropeways, large amusement devices and motor vehicles in plant, and their safety protection devices. Only special equipment obtaining manufacturing license may be sold formally.
Manufacturing license may be divided into the following two modes:
(I) Type test for products;
(II) License of manufacturing units.
Licensing modes for manufacturing of different special equipment is detailed in "Manufacturing License Catalogue for Special Equipment" (Annex 1, hereinafter referred to as "Catalogue").
Article 3 Special equipment safety supervision institution of General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as special equipment safety supervision institution of General Administration) is responsible for the unified administration for the manufacturing license work of special equipment throughout the country. Bureaux of Quality and Technical Supervision in all provinces, autonomous regions and municipalities (hereinafter referred to as special equipment safety supervision institutions of Provincial Administration) are responsible for the administration of relevant manufacturing license work individually according to these Rules.
Article 4 Inspection and testing institutions implementing type test specified by these Rules (hereinafter referred to as type test institutions) and institutions appraising and reviewing manufacturing conditions of application units (hereinafter referred to as review institutions) are approved, determined and announced by the special equipment safety supervision institution of General Administration.
Reviewing on manufacturing conditions or type tests must be implemented according to review regulations for manufacturing conditions formulated by the special equipment safety supervision institution of General Administration or type test specifications of corresponding special equipment.

Chapter II Conditions for Units Implementing Manufacturing License
