Registration and Use Management Regulations for Special Equipment

Article 1 This Regulation is formulated according to "Regulations on Quality Supervision and Safety Control for Special Equipment" (Decree No. 13 of State Bureau of Quality and Technical Supervision, hereinafter referred to as Decree No. 13) in order to strengthen and standardize use management for the special equipment and prevent and decrease the special equipment accidents.
Article 2 This Regulation is applicable to the registration and use management for such special equipment as elevator, hoisting machinery, in-plant motor vehicle, passenger ropeway, amusement rides and amusement facilities (detailed in Attachment 1). This Regulation must be followed by the units in installation, use, maintenance, alternation and inspection of the special equipment.
Article 3 The institution for safety supervision on special equipment (hereinafter referred to as special equipment safety supervision institution) in the administrative departments of quality and technical supervision at all levels is in charge of the safety supervision for registration and use management of the special equipment within the administrative area according to Decree No.13 and this Regulation.
Article 4 The technical organization engaging in supervision inspection of the special equipment such as type test, acceptance inspection and periodical inspection (hereinafter referred to as supervision and inspection institution) must be recognized and authorized by the administrative department of quality and technical supervision at and above the province level (including, the same below). The supervision and inspection institution for the passenger ropeway, amusement rides and amusement facilities must be recognized and authorized by the State Bureau of Quality and Technical Supervision.
Article 5 The definitions of words in this Regulation:
1. "Using unit" is units or individuals who are given the rights and obligation for the management of the special equipment in service. He may be the owner of the special equipment title or the one who has the rights and obligation for the management of the special equipment in service for over a year under the commission of the owner of the special equipment title.
2. "Major repair" is repair services which are finished by dismantling or updating the major load-carrying structural components, including the integral repair for the mechanism (driving system) or control system but after major repair, the performance parameters and technical indexes of the special equipment shall not be changed.
 3. "Reconstruction" is a service to change the load-carrying structure, mechanism (driving system) or control system of the original special equipment, thus changing the performance parameters and technical indexes of the special equipment.
