1 General Provisions
1.0.1 This code is formulated with view to implementing the relevant national laws, regulations guidelines and policies, unifying the principle and technical requirements for the general layout design of industrial enterprises and achieving technical advancement, safe production, resources reservation, environmental protection and reasonable arrangement. 1.0.2 This code is applicable to the general layout design of newly-built, reconstructed and expanded industrial enterprises. 1.0.3 The general layout design of industrial enterprises must implement the fundamental national policies of cherishing and rationally utilizing land and practically protecting farmland, adjust measures to local conditions, achieve reasonable arrangement, economically and intensively use the land to improve the land use capacity. 1.0.4 The general layout design of reconstructed and expanded industrial enterprises must rationally utilize and reform the existing facilities and reduce the influence on production by the construction of reconstructed and expanded engineering. 1.0.5 Besides the provisions of this code, the general layout design of industrial enterprises shall comply with the provisions of the related current national standards.
2 Terms
2.0.1 Industrial enterprise The economic organizations engaging in operating activities of industrial production. 2.0.2 General layout design of industrial enterprises The design work reasonably selecting plant site, planning disposal site, arranging the spatial position of the facilities and systematically handing logistics, people flow, energy flow and information flow according to the national industrial policies, engineering construction standards, technological requirements, material flow as well as the geographical, environment and traffic conditions of the construction region. 2.0.3 Selection of plant site The work to select the site, which can meet the production demand and acquire optimal economic, social and environmental benifits, for industrial enterprises to be constructed. 2.0.4 General layout The reasonable determination of the optimal spatial positions of buildings, structures, transport route and facilities in the selected site. 2.0.5 Functional zoning The arrangement of facilities of the industrial enterprises according to different functions and system partitions to constitute an inter-connected organic whole. 2.0.6 Plant passage The zone centralizing the passages, railways and various pipelines in the plant. 2.0.7 Vertical design The reformation of the site natural elevation in order to meet the requirements for production technology, transportation as well as buildings and structures layout. 2.0.8 Calculated water level The calculated water level is the design water level plus backwater height and wave height. 2.0.9 Production facilities Technology devices required to complete production process (producing products), including production facilities, plant buildings, auxiliary equipment and various ancillary facilities . 2.0.10 Transport route Special railway, road, belt conveyor and pipeline routes set to complete specific logistics. 2.0.11 Industrial railway station
