1 General Provisions
1.0.1 This standard is formulated with a view to pushing green construction and standardizing evaluation methods for green construction of building. 1.0.2 This standard is applicable to the evaluation for green construction of building. 1.0.3 In addition to this standard, the evaluation for green construction of building shall still comply with those in current relative national standards.
2 Definitions
2.0.1 Green construction The building construction activity that is able to maximumly save resources, decrease negative effects on the environment and therefore realize "Four Savings and One Environmental Protection" (energy-saving, material-saving, water-saving, land-saving and environmental protection) with the aid of scientific management and technical advancement on the premise that the basic requirements such as quality and safety are ensured. 2.0.2 Prerequisite item Basically required clauses which must be reached in green construction. 2.0.3 General item Clauses which are evaluated to be moderate in difficulty and requirements according to the implementation condition of the green construction. 2.0.4 Extra item Clauses which are higher in implementation difficulty and requirements in green construction. 2.0.5 Construction trash Waste materials arising from construction, renovation and extension, dismantlement and reinforcement of various buildings, structures, pipe networks, etc. and decoration of residential buildings. 2.0.6 Building waste Construction trash which loses recycle value on construction site after being classified. 2.0.7 Percentage of recovery and reuse Proportion of recyclable construction trash in all the construction trash on construction site. 2.0.8 Prohibitive time of construction Time period when the construction is forbidden by the national and local governments. 2.0.9 Obdurate ground water lowering Water lowering method without influence on the underground water level beyond foundation pit by taking interception measures at side walls of base and foundation pit.
3 Basic Requirements
3.0.1 The evaluation for green construction shall target at building construction process. 3.0.2 The green construction project shall meet the following requirements: 1 Establish green construction management mechanism and system and conduct management by objectives. 2 Conduct drawing review and in-depth design according to green construction requirements. 3 The construction organization design and construction scheme shall be provided with special chapters concerning the green construction and definite green construction objective and cover the requirements of "Four Savings and One Environmental Protection". 4 Engineering technology disclosure shall cover green construction. 5 Construction shall be carried out by new materials, new technology, new process and new equipment in accordance with the requirements of green construction. 6 Establish green construction training system and have its implementation record. 7 Prepare continual improvement measures according to inspection. 8 Collect and reserve green construction materials like process management materials, witness materials and self-inspection evaluation record. 9 In the evaluation processes, collect typical pictures or image materials which reflect green construction level. 3.0.3 Any accident among the following ones shall not be rated as qualified project of green construction: 1 Safety production fatality liability accidents. 2 Serious quality accident, causing a strong impact. 3 Liability accidents like group infectious disease and food poisoning. 4 Suffering from punishment by the governmental administrative department in the construction because of problems of "Four Savings and One Environmental Protection". 5 Violation of national relevant laws and regulations concerning "Four Savings and One Environmental Protection", causing serious social influence. 6 Disturbance to residents in construction, causing serious social influence.
