Chapter 1 General Provisions Article 1 The Rules are formulated according to relevant requirements of "Regulations on Safety Supervision over Special Equipment" with a view to improving non-destructive testing quality and guaranteeing safe operation of the special equipment. Article 2 Non-destructive testing methods applicable to the Rules include radiographic testing (RT), ultrasonic testing (UT), magnetic particle testing (MT), penetrant testing (PT), electromagnetic testing (ET), acoustic emission testing (AE) and thermographic/infrared ray testing (TIR). Article 3 Levels of non-destructive testing personnel of special equipment (hereinafter referred to as "non-destructive testing personnel" include Level 1 (junior), Level 2 (intermediate) and Level 3 (senior). Article 4 Non-destructive testing personnel of special equipment shall be assessed according to the Rules; only when they obtain the certificate issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as "AQSIQ"), can they engage in non-destructive testing of special equipment by corresponding methods. Article 5 Testing quality of non-destructive testing personnel shall be subject to the supervision and inspection by quality and technical supervision departments at all levels. Chapter 2 Assessment Organizations Article 6 AQSIQ and provincial quality and technical supervision departments are responsible for the assessment on the non-destructive testing personnel of special equipment; safety supervision organizations for the special equipment under AQSIQ and provincial quality and technical supervision departments are responsible for the specific implementation. Specific assessment is organized by corresponding assessment committee for non-destructive testing personnel (hereinafter referred to as "assessment committee").
