1.0.1 This standard is formulated with a view to following out the relevant national laws and regulations; pre-controlling, controlling and improving the soil erosion caused by development and construction activities; relieving possible negative influence on the ecological environment; and preventing soil erosion hazards. 1.0.2 This standard is applicable to soil erosion control for development and construction projects that may cause soil erosion during construction or manufacturing process. 1.0.3 In the soil erosion control of development and construction projects, the investigation shall be valued, it is encouraged to adopt new technique, process, and material, which make the engineering be featured in adaptation to local conditions, integrated control quality, practicality and esthetic appearance. 1.0.4 The design for soil and water conservation engineering shall, besides meeting the requirements this standard, comply with the requirements in the current relevant standards of the nation.
2.0.1 The range of responsibility for soil erosion control The area of soil erosion control responsibility that the project construction organization shall bear according to laws shall consist of construction area and probable impact area. 2.0.2 Construction area Area of land requisition, occupying, using, and administration in development and construction projects construction 2.0.3 Probable impact area Area that may cause soil erosion hazards to the area outside of the construction area in project construction procedure 2.0.4 Principal part of the project A general term for main works (engineering) and ancillary works included in development and construction project, excluding specially designed soil and water conservation engineering 2.0.5 Line-type engineering Development and construction projects with large layout range and linear distribution, like highway, railway, pipeline, electric transmission line and channel project, etc. 2.0.6 Block-type engineering Development and construction projects with relatively centralized layout and point (block) distribution, like mining area, power plant, hydro junction, etc. 2.0.7 Constructive engineering Development and construction projects, including highway, railway, airport, water conservancy, port, dock, hydropower plant, nuclear power station, power transmission and transformation project, communication project, pipeline engineering and new urban area, in which basically no excavation, borrowing (soil and stone) or spoil (stone and residue) is conducted in the operation period after fundamental construction completion 2.0.8 Constructive and productive engineering Development and construction projects, including coal fired power plant, village set up, mineral and petroligenic natural gas exploitation and smelting, in which ground surface excavation, borrowing (soil and stone) or spoil (stone and residue) continues in the operation period after fundamental construction completion 2.0.9 Target year of design Time when the implementation of the water and soil conservation measures determined in the scheme is completed and the measures exert the actions preliminarily after the completion of the principal part of the project. The year (or within a year) when the constructive engineering as the principal part of the project is completed; or the year (or next year) when the constructive and productive engineering as the principal part of the project is completed and put into the operation.
