Regulations for construction of emergency refuge system in metal and nonmetal underground mine 1 Scope This standard specifies the construction, maintenance and management requirements of emergency refuge system in metal and nonmetal underground mines. This standard is not applicable to metal and nonmetal underground mines coexisting and associated with coal. 2 Normative references The following referenced documents are indispensable for the application of this document. GB 14161-2008 Mine safety signs GB 16423 Safety regulations for metal and nonmetal mines 3 Terms and definitions 3.1 emergency refuge system organic whole composed of disaster avoidance routes, emergency refuge facilities, equipment and measures to provide life support for disaster avoidance personnel in case of a disaster in a mine 3.2 emergency refuge facility closed space (mainly including disaster avoidance chamber and rescue capsule) that provides life support for disaster avoidance personnel and has basic functions such as safety protection, oxygen supply, deleterious harmful gas treatment, communication and lighting in case of a disaster in a mine 3.3 self-rescuer respiratory protective device carried by the personnel entering the mine to prevent them from being poisoned by deleterious harmful gases or asphyxia due to lack of oxygen 4 Construction requirements 4.1 An emergency refuge system shall be built and improved in metal and nonmetal underground mines, and adjusted in time with the change of the underground production system. The construction of emergency refuge system includes: providing self-rescuers for people entering the mine, building emergency refuge facilities, setting reasonable disaster avoidance routes, and scientifically formulating emergency plans. 4.2 During emergency refuge, the principle of "giving priority to evacuation and avoiding risks nearby” shall be followed. 4.3 The emergency refuge system shall be designed and constructed according to the design requirements. 4.4 The personnel entering the mine shall be equipped with self-rescuers with rated protection time not less than 30 min, and standby self-rescuers shall be outfitted according to 10% of the total number of personnel entering the mine. 4.5 All personnel entering the mine must carry self-rescuers with them. 4.6 If the disaster avoidance personnel fail to reach a safe place or leaving the mine in time within the rated protection time of self-rescuer, the disaster avoidance personnel shall evacuate to a nearest emergency refuge facility. 4.7 The rated protection time of emergency refuge facilities shall not be less than 96 h. 4.8 The supporting equipment of the emergency refuge system shall comply with the regulations of relevant standards, and the rescue capsule and other equipment included in the safety sign management shall obtain the safety sign of mining products. 4.9 The emergency refuge system can be put into use only after it has been completed and passed the acceptance test. 5 Setting of emergency refuge system
