根据中国工程建设标准化协会《关于印发〈2010年第一批工程建设协会标准制订、修订计划〉的通知》(建标协字〔2010〕27号)的要求，制定本规程。
超高分子量聚乙烯钢骨架复合管是一种新材料管道，它是以超高分子量内管为基体，以碳素弹簧钢丝和优质碳素结构钢冷轧钢带为骨架，以辐射交联聚乙烯热收缩胶带或聚乙烯为保护层，通过热熔胶复合而成的管材，是一种柔性管。该管材具有承压能力、抗冲击强度、耐磨性、耐腐蚀性、耐环境应力开裂、耐老化性等综合性能好的特点。
本规程是以相关国家标准为依据，在试验研究和工程实践的基础上编制而成的。
