On the basis of the safety and certification risks of appliances for household and similar uses, the Rule is prepared to specify the basic principles and requirements for implementing compulsory certification on appliances for household and similar uses.
The Rule is used in association with CNCA general implementation rules like "Implementation Rule on Compulsory Certification - Selection and Determination of Classified Management and Certification Mode for Manufacturers", "Implementation Rule on Compulsory Certification - Utilization of Testing Resources and Other Certification Results of Manufacturers" and "Implementation Rule on Compulsory Certification - General Requirements of Factory Inspection".
The certification body shall, in accordance with the requirements of the general implementation rule and the Rule, prepare certification implementation rules, which shall be implemented in association with general implementation rule and the Rule.
The manufacturer shall ensure that its certified products continuously meet the requirements of certification and applicable standards.
1 Scope
The Rule is applicable to appliances for household and similar uses, including the following product categories: household refrigerator and food freezer, electric fan, air conditioner, motor - compressor, household electric washing machine, electric water heater, household heater, vacuum cleaner, skin and hair care appliance, electric iron, electromagnetic range, electronic oven (portable grill, toaster and similar cooking appliances), motor-operated food preparing appliance [food processor (kitchen machine)], microwave oven, electric range, hearth, oven and similar appliances (stationary electric oven, fixed grill and similar cooking appliances), range hood, liquid heater, cold and hot water dispenser, electric cooker, blankets, pads and similar flexible heating appliances.
The adjustment of application scope caused by changes, e.g. legal, or relevant products standards, technology, and industrial policy, shall be subject to CNCA announcement.

In principle, the above standards shall implement the latest edition issued by the competent department of the national Standardization Administration. Where other editions of the standard are required, they shall be subject to the CNCA announcements which are applicable to relevant standard requirements.
3 Certification Mode
The basic compulsory certification mode for appliances for household and similar uses is as:
Type test +post-certification supervision;
The post-certification supervision above refers to one of the three modes, i.e. post-certification follow-up inspection, sample testing/inspection on production site and market sample testing/inspection.
In accordance with the requirements for "Implementation Rule on Compulsory Certification - Selection and Determination of Classified Management and Certification Mode for Manufacturers", the certification body shall carry out classification management for manufacturers, on the basis of basic certification mode and in combination with classification management results, add relevant elements such as enterprise quality assurance capacity and product consistency inspection (initial factory inspection) as appropriate, and combine post-certification supervision modes in order to determine the certification mode applicable to the certification client.
4 Certification Unit Division
In principle, application unit shall be divided according to class, type, specification, working principle, safeguard construction, etc. of the product. For same product of the same producer but from different manufacturers or same product of the same manufacturer but from different producers, type test may be carried out only on the samples of one unit in principle, on the basis of classified management of manufacturers. For products from other producers, data shall be provided for consistency check.
The certification body shall define the specific requirements for unit division in the certification implementation rule in accordance with relevant required documents issued by CNCA and in combination with classified management of manufacturers.
5 Certification Entrustment
5.1 Proposal and Acceptance of Certification Entrustment
The certification client shall propose certification entrustment to the certification body in a proper manner; the latter shall deal with the entrustment, and feed back accepted or rejected information within the time required in the certification implementation rules.
The certification body shall not accept relevant certification entrustment, where the national laws & regulations and relevant industrial policies are not met.
5.2 Application Information
According to the requirements of laws & regulations, standards and certification implementation, the certification body shall specify the application information list (at least including certification application/contract, registration certificate of certification client/producer/manufacturer) in the certification implementation rules.
As for manufacturers of which the enterprise quality assurance capacity and product consistency inspection (initial factory inspection) are not involved in certification implementation, the certification body additionally may ask the certification client to submit a portion of self-evaluation report on the manufacturer's factory quality assurance capacity.
The certification client shall provide the required information as per application information list in certification implementation rules. The certification body is in charge of the check, management, maintenance and confidentiality of relevant information, and shall inform the certification client of the result of information check.
