CNCA-C11-09:2014 Implementation Rules for Compulsory Product Certification - interior decoration of motor vehicle English 0 Introduction This Rules is compiled based on the safety risk and certification risk on interior trims of vehicles, which specifies basic principle and requirements on compulsory product certification of the interior trims of vehicles. This Rules is used together with general implementation rules such as Implementation Rules for Compulsory Product Certification - Classification management of production enterprise, selection and determination of certification mode, Implementation Rules for Compulsory Product Certification - Utilization of testing resource and other certification result of production enterprise, and Implementation Rules for Compulsory Product Certification - General requirements for factory inspection issued by the Certification and Accreditation Administration of the People’s Republic of China (hereinafter referred to as CNCA). The certification authority shall compile implementation details according to the requirements of the general implementation rules and this Rules, which is implemented jointly with the general implementation rules and this Rules. The production enterprise shall ensure the products with certificate shall be durably in accordance with the certification and applicable standards. 1 Applicable scope This Rules is applicable to the interior trims which are made of organic materials or organic composition materials and installed at the following positions of Categories M, N and O vehicles, and meet the dimensional requirements for specimens specified in 6.1.2 herein: (1) Interior trims in passenger cabin, driver cabin and luggage compartment. (2) Sound-insulated and heat-insulated interior trims used in engine compartment or other heat sources. In case of any adjustment of applicable scope which is caused by change of the law, regulation or relevant product standard, technology and industry policy etc., the announcement issued by CNCA shall prevail. 2 Certification basis and standard GB 8410 Flammability of automotive interior materials In principle, the latest version of the above standard issued by the National Standardization Administration Competent Department shall prevail. When other version of the standard is required, it shall be implemented according to the announcement issued by CNCA applying to applicable relevant standard requirements. 3 Certification mode Basic certification mode for implementing compulsory certification of interior trims of vehicles: Type test + initial factory inspection + supervision after certification issuing Supervision after certification issuing in above basic certification mode refers to one of the three ways of traceability inspection after certification issuing, sampling testing or inspection at production site, sampling testing or inspection at market. The certification authority shall carry out classification management of the production enterprise according to Implementation rules for compulsory product certification - Classification management of production enterprise, selection and determination of certification mode, suitably add combination of ways after certification issuing on the basis of basic certification mode in combination with the classification management results so as to determine the certification mode suitable to the applicant. 4 Allocation of certification unit In principle, the interior trims of vehicle which are manufactured by the same producer (manufacturer) in the same production enterprise (site) without obvious difference in the following aspects will be considered as one certification unit: (1) Structure of the interior trims (number of layers or blocks); (2) Material, thickness and machining process of the material in every layer; (3) Connection way between layers (or blocks). In principle, the applicant shall apply for certification according to the unit allocation principle. The same unit may contain the products of several “models (or specifications)”. The same model means that the products have no influence on standard conformity in design. For the same products which are manufactured by the same producer and different manufacturers or the same model of products which are manufactured by different producers and the same production enterprise, it may be considered to carry out type test on the sample of one unit, the products of other production enterprise/producer shall submit documents for consistency check. 5 Certification entrustment 5.1 Applying for and acceptance of certification entrustment The applicant shall apply for certification to the certification authority in a suitable way, the certification authority shall accept the application, and provide feedback on acceptance or acceptance rejection within the time limit required in the certification implementation details. The applicant shall undertake the relevant quality and legal responsibility. If it fails to meet the requirements of the national laws, regulations and relevant industry policies, the certification authority cannot accept the relevant certification entrustment. 5.2 Application documents The certification authority shall clarify the application document list in the certification implementation details according to laws, regulations, standards and need of certification implementation, at least including the certification application form or contract, the registration certificate of the applicant and the producer, description on interior trims of vehicles (Attachment 1), production consistency control scheme (compiled according to Attachment 2). The applicant shall provide the necessary documents as required in the application document list in the certification implementation details. The certification authority is responsible for auditing, managing, safely keep and securing the relevant documents, and inform the applicant about the audit results of the documents. 5.3 Implementation arrangement The certification authority and the applicant shall agree on the relevant responsibility and arrangement of both parties in each certification and implementation link, determine specific scheme of certification implementation and inform the applicant according to the actual situation of the production enterprise and classification management condition based on the requirement of this Rules and certification implementation details. 6 Certification implementation 6.1 Type test 6.1.1 Type test scheme
