CNCA-C21-01-2024 Rules for the implementation of compulsory product certification - Decoration products
1 Application scope
The Rules is applicable to the following types of decoration products:
(1) Porcelain tiles
Dry-pressed ceramic tiles with a water absorption (E) not exceeding 0.5% used for building decoration.
(2) Solvent-based woodware coatings
Polyurethane, nitro and alkyd solvent-based woodware coatings for interior decoration, including the solvent-based woodware coatings for factory coating of wood materials for interior decoration, and they are not applicable to woodware coatings for exterior decoration.
(3) Water-based interior architectural coatings
They are interior architectural coatings of buildings prepared with synthetic resin, natural resin emulsion, etc. as the main film-forming substances with additives, water or co-solvents, etc., applied to the internal surface of the building with cement and other non-metallic material (except wood materials) as the base material. They are not applicable to water-based exterior architectural coatings, putty, decorative board coatings, and inorganic powder coating material for architectures.
Any adjustment to the application scope caused by any change(s) in laws and regulations, related product standards, technologies, industrial polices and other factors shall be subject to the announcement issued by CNCA.
2 Certification standards
(1) Porcelain tiles
GB 6566 Limits of radionuclides in building materials
(2) Solvent-based woodware coatings
GB 18581 Limit of harmful substances of woodware coatings
(3) Water-based interior architectural coatings
GB 18582 Limit of harmful substances of architectural wall coatings
For the above standards, in principle, the latest editions issued by the national standardization administrative department shall apply. When other versions of the standards need to be used, they shall be implemented in accordance with the announcement issued by the CNCA on the requirements of relevant applicable standards.
3 Certification mode
The basic certification mode for implementing compulsory product certification for decoration products is as follows:
Enterprise quality assurance capability and product consistency inspection + type test + post-certification follow-up inspection.
The certification bodies shall implement the classified management on the production enterprises in accordance with the requirements of the Rules for the implementation of compulsory product certification - Production enterprise classification management, certification mode selection and determination, and properly add related elements such as sample testing or inspection on production site, market sampling testing or inspection based on the basic certification mode in combination with the classified management results, so as to determine the applicable certification mode for the applicant.
4 Certification unit division
In principle, products with different producers, different processing sites and different types shall be regarded as different certification units.
Specific product unit division provisions are shown in the annex hereof.
5 Certification application
5.1 Submission and acceptance of certification application
The applicant shall propose certification application in a proper manner to the certification body, which shall handle the application and feed back to the applicant whether it accepts or rejects the application within the time limit specified in the detailed rules for the implementation of certification.
The certification body shall not accept the certification application not complying with the requirements of the national laws & regulations and relevant industrial policies.
5.2 Application data
The certification body shall specify the list of application data (at least including certification application form, registration certificate of applicant/producer/production enterprise) in the detailed rules for the implementation of certification, according to the requirements of laws, regulations and standards and as necessary for certification implementation.
The applicant shall provide the necessary data as per the list of application data in the detailed rules for the implementation of certification. The certification body is in charge of the review, management, preservation and confidentiality of relevant data, and shall inform the review result to the applicant.
5.3 Implementation arrangements
The certification body shall reach an agreement with the applicant on their relevant responsibilities and arrangements in each link of implementing the certification, and determine the specific scheme for implementation of the certification and inform the applicant according to the actual situations and classification management of the production enterprises and the requirements of the Rules and the detailed rules for the implementation of certification.
The enterprise quality assurance capacity and product consistency inspection may not be carried out until the certification body accepts the certification application and determines the specific plan for the implementation of the certification
6.1.1 Basic principle
In the detailed rules for the implementation of certification, the certification body shall specify the basic requirements for enterprise quality assurance capacity and product consistency control.
The applicant and the producer/production enterprise shall, according to the relevant provisions of the basic requirements, establish, implement and maintain the enterprise quality assurance capacity and product consistency control system to ensure that the certified product can continuously meet the certification requirements.
The certification body shall appoint qualified compulsory product certification inspectors to form an inspection team, in order to carry out consistency inspection on the enterprise quality assurance capacity and product consistency control system.

6 Implementation of certification

The enterprise quality assurance capacity and product consistency inspection may not be carried out until the certification body accepts the certification application and determines the specific plan for the implementation of the certification
6.1.1 Basic principle
In the detailed rules for the implementation of certification, the certification body shall specify the basic requirements for enterprise quality assurance capacity and product consistency control.
The applicant and the producer/production enterprise shall, according to the relevant provisions of the basic requirements, establish, implement and maintain the enterprise quality assurance capacity and product consistency control system to ensure that the certified product can continuously meet the certification requirements.
The certification body shall appoint qualified compulsory product certification inspectors to form an inspection team, in order to carry out consistency inspection on the enterprise quality assurance capacity and product consistency control system.
