The Rules are applicable to CQC safety certification of terminal blocks for copper conductors in the ancillary equipment of low-voltage switchgear and controlgear, including:
1) Screw-type or screwless-type terminal blocks for industrial or similar purposes that mounted on a bracket to provide electrical and mechanical connections for copper conductors. These terminal blocks are used for connecting the terminal blocks of round copper conductors with a cross-sectional area of 0.2 mm2 to 300 mm2 (AWG24 to 600 kcmil) with or without special processing in circuits with a rated voltage of up to 1,000 V AC (1,140 V) and a frequency of up to 1,000 Hz or a rated voltage of up to 1,500 V DC.
2) Industrial protective conductor terminal blocks with screw-type or screwless-type clamping units, with those with PE protection function not greater than 120 mm2 (250kcmil) and those with PEN protection function greater than or equal to 10 mm2 (AWG8). Protective conductor terminal blocks are used for the electrical and mechanical connections between the copper conductor and the mounting bracket. The protective conductor terminal blocks are used for connecting the protective conductor terminal blocks of prefabricated or non-prefabricated round copper conductors with a cross-sectional area of 0.2 mm2 to 120 mm2 (AWG24 to 250 kcmil) in AC circuits with a voltage up to 1,000 V (1,140 V) and a frequency of 1,000 Hz and in DC circuits with a voltage up to 1,500 V.
3) Terminal blocks with screw-type or screwless-type clamping unit fuse suitable for connection with hard copper conductors (single core wire or multi-strand wire) or soft copper conductors. The fuse terminal blocks carry or use the tubular fuse body described in GB/T 9364.2, and are mainly used in industrial or similar circuits with a voltage up to 1,000 V AC, a frequency of up to 1,000Hz or a voltage up to 1,500 V DC and maximum short circuit breaking capacity of 1,500 A. The fuse terminal blocks are installed in electrical equipment with an enclosure. There shall be such space around the terminal block and the enclosure that the terminal block can only be accessed by means of tools. In some cases, such as in control circuits, fuse terminal blocks can be designed specifically for short-circuit protection.
4) Printed circuit board terminal blocks for industrial or similar purposes (hereinafter referred to as PCB terminal blocks), mounted and fixed to the printed circuit board by soldering, press-fitting or equivalent, to provide electrical and mechanical connections between copper conductors and the printed circuit board. The PCB terminal blocks are mainly used for connecting round copper conductors with a cross-sectional area of 0.05 mm2 to 300 mm2 (AWG30/600kcmil) with or without special processing in circuits with a rated voltage of up to 1,000V AC and a frequency of up to 1,000Hz or a rated voltage of up to 1,500V DC.

3 Application for certification
3.1 Certification unit division
a In principle, products of the same basic model from the same manufacturing plant is regarded as a to-be-certified unit. Products from different production sites shall be regarded as different application units.
b The terminal blocks of the same basic model, similar structure and the same material can be regarded as a to-be-certified unit.
3.2 Submittals for certification application
3.2.1 Application documents
a An official application form (which is to be filled on-line and then printed, signed and sealed)
b Product description, mainly including technical parameters, structure, model description, key parts/components and / or materials list, electrical schematic diagram, assembly diagram, and the description of the differences between products of different specifications contained in the same certification application unit (to be filled in the file in set format provided by CQC)
3.2.2 Proof materials
a Registration certificate of the applicant, manufacturer, and factory, such as business license, organization code (in case of initial application)
b If the applicant is a seller or an importer, it shall also submit a copy of the relevant contract concluded between the seller and the manufacturer, or the importer and the manufacturer
c Power of attorney to agent (if any)
d Effective supervision and inspection report or factory inspection report (if any)
e Supporting documents for relevant items subject to change in case of a change application;

4.1 Sample
4.1.1 Principle of sample delivery
CQC shall take representative samples from the to-be-certified unit.
The specifications of the samples from the same series are in the range of 0.05 mm2 to 1 mm2, 1.5 mm2 to 6 mm2, 10 mm2 to 50 mm2, 70 mm2 to 150 mm2 and 185 mm2 to 300 mm2.

1 Scope
