CQC12-464221-2017 Safety certification rules for power batteries used in vehicle
1. Application scope
The Rules is applicable to the power battery (hereinafter referred to as battery) cells, modules, packs or systems loaded on electric (including pure electric and hybrid) road vehicles and non-road vehicles, as well as power battery management systems for electric vehicles.
2. Certification mode
The certification mode of power batteries is: type test + production conformity inspection + post-certification follow-up inspection
The basic certification steps include:
a. Application for certification
b. Type test
c. Production conformity inspection
d. Evaluation and approval of certification results
e. Post-certification follow-up inspection
According to the different organization and production modes and characteristics of products, differentiated production conformity inspection and post-certification follow-up inspection may be adopted in specific implementation.
3. Application for certification
3.1 Certification unit classification
Power battery products produced at the same production site (factory) that have no significant differences in the following aspects may be regarded as the same unit:
1) Power battery cells;
a. materials (positive and negative pole materials, electrolyte, diaphragm and shell, etc.);
b. arrangement of pole pieces; structural form - number of batteries (including connection mode), type and dimension;
c. rated voltage (single cell).
2) Power battery modules:
a. materials (positive and negative pole materials, electrolyte, diaphragm, shell and rack, etc.);
b. structural form (number of batteries, including connection mode);
c. nominal capacity: in principle, it is divided into three sections: ≤10Ah, 10Ah to 100Ah and ≥100Ah.
3) Battery packs
a. type of cell or module used;
b. number of battery cells, connection mode, structure and rack, etc.;
c. rated capacity;
d. battery management module.
4) Battery systems:
a. type of battery cell, module or pack used;
b. number of battery cells, connection mode, structure and rack, etc.;
c. rated voltage: high and low voltage;
d. rated capacity;
e. battery system structure (number of battery packs), specification, dimension and accessories (management system);
f. box material, structure, installation method, etc.;
g. layout and working mode of thermal management system in a battery pack;
h. BMS's hardware specifications, types, etc.
5) Battery management system (BMS):
Hardware specifications, types, factories, etc. may be negotiated according to the project agreed in the contract.
Those of different production sites (factories) shall be regarded as different certification units. Products of the same manufacturer, the same type but different production sites shall be classified as different certification units.
3.2 Submittals for certification application
The applicant shall provide the certification agency with the following relevant technical materials.
3.2.1 Application materials
a. Formal application
b. Factory inspection questionnaire (at the time of initial application)
c. production conformity control plan (at the time of initial application)
3.2.2 Proof materials
a. Registration certificates of the applicant, manufacturer and factory, such as business license and organization code, and their statements on the authenticity of the above documents (at the time of initial application).
