为使民用建筑太阳能热水系统安全可靠、性能稳定、节能高效、与建筑和周围环境协调统一，规范太阳能热水系统的设计、安装、工程验收和日常维护，保证工程质量，制定本标准。
本标准适用于新建、扩建和改建的民用建筑，以及既有民用建筑改造和增设的太阳能热水系统的设计、安装、验收和运行维护。
太阳能热水系统应纳入建筑工程管理，并应统一规划、同步设计、同步施工，与建筑工程同时投入使用。
民用建筑太阳能热水系统，除应符合本标准外，尚应符合国家现行有关标准的规定。
