本标准规定了工业锅炉节能降耗总则、节能降耗技术、节能降耗工作管理等有关基本内容和技术要求。
本标准适用于额定出口蒸汽压力大于等于0.1MPa，但小于3.8MPa、且额定蒸发量不小于1t/h的以水为介质的固定式蒸汽锅炉和汽水两用锅炉，也适用于额定出水压力大于等于0.1MPa的以水为介质的固定式承压热水锅炉。 注：本标准适用范围内的工业锅炉以下简称锅炉。
