本标准提出了组织进行电力系统设备（含线路）操作时电磁暂态现场试验的方法和步骤、试验方案的编制、试验技术条件的制定、测量系统接线和有关测量设备和元件的选用、安全注意事项、试验技术细节和试验报告编写要求等。对现场试验中关于接地问题和防止电磁干扰等作了重点阐述。
本标准适用于在变电所、发电厂，用交流高压开关设备（包括断路器、隔离开关、负荷开关、重合器等）投、切电力设备和电力线路，以及在人工故障试验时进行电磁暂态过程现场试验。不适用于有关雷电和直流输电系统的电磙暂态过程试验，但标准部分内容可供直流输电系统试验时参考。
